00 HOUSE CONCURRENT RESOLUTION NO. 3 01 Relating to renewable energy resource development. 02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 WHEREAS an adequate, reliable, reasonably priced, and safe supply of electrical 04 energy is necessary for Alaska's basic infrastructure and economic and technological 05 development; and 06 WHEREAS the Twenty-Third Alaska State Legislature established the Alaska Energy 07 Policy Task Force in 2003 to review and analyze the state's current and long-term energy 08 needs; and 09 WHEREAS a stated goal of the task force in its final report to the legislature is to 10 "promote research, development and demonstration of clean renewable energy technologies"; 11 and 12 WHEREAS the task force found that one of the state's long-term energy needs is to 13 "identify and evaluate long-term fuel sources," and recommended that the state should 14 "increase the proportion of renewables in long-term fuel sources"; and 15 WHEREAS the task force recommended that the executive branch "utilize Alaska's 16 abundant renewable resources in the production of hydrogen," which is an emerging future 01 fuel for the world; and 02 WHEREAS the cost of fuels such as natural gas and diesel that Alaskans rely on in 03 large part to generate electric power is steadily rising; and 04 WHEREAS there is virtually no fuel cost associated with renewable energy 05 resources; and 06 WHEREAS development of the state's infinite renewable energy resources such as 07 wind, geothermal, biomass, hydroelectric, and tidal is essential to the task force's vision to 08 have sustainable power for the state; and 09 WHEREAS other states and nations are working successfully to exploit their 10 renewable energy resources; and 11 WHEREAS the development of the state's renewable energy resources will aid the 12 state's basic infrastructure and economic and technological development; and 13 WHEREAS the development of renewable energy resources will benefit rural areas of 14 the state that are currently burdened by a dependence on expensive nonrenewable energy 15 resources; 16 BE IT RESOLVED that the Alaska State Legislature acknowledges the Alaska 17 Energy Policy Task Force for its work to promote the development of Alaska's abundant 18 renewable energy resources; and be it 19 FURTHER RESOLVED that the Alaska State Legislature encourages Governor 20 Murkowski and his staff to work to increase the production of renewable energy in Alaska 21 and bring the benefits of renewable energy to all of its citizens.
