01 "An Act relating to opening adoption records to an adopted person in certain                                            
02 circumstances."                                                                                                         
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 18.50 is amended by adding a new section to article 5 to read:                                    
05            Sec. 18.50.520.  Access to adoption record by consent.  (a)  In addition to                                
06       disclosures under AS 18.50.500 and 18.50.510, the state registrar shall provide access                            
07       to an adoption record at the request of an adopted person 18 years of age or older                                
08       when written consent to do so is obtained at any time from the biological and adoptive                            
09       parents of the person making the request.                                                                         
10            (b)  The state registrar shall establish a system that allows persons to consent to                          
11       access to adoption records and that tracks consent to open an adoption record under (a)                           
12       of this section.  The information made accessible must include the information                                    
13       prepared by the court under AS 18.50.210.  The system must include a mechanism for                                
14       the notification of an adopted person who has made a request for access to the person's
