00 CS FOR SENATE BILL NO. 202(FIN) 01 "An Act relating to school transportation; relating to the base student allocation used in 02 the formula for state funding of public education; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04  * Section 1. AS 14.09.010 is repealed and reenacted to read: 05 Sec. 14.09.010. Transportation of pupils. (a) A school district that provides 06 student transportation services is eligible to receive funding for operating the student 07 transportation system. Subject to appropriation, the amount of funding provided by 08 the state under this section is the lesser of the amount determined by multiplying the 09 amount of the school district's ADM less the ADM for the district's correspondence 10 programs during the current fiscal year 11 (1) by a per student allocation computed by dividing the amount 12 received by the school district under this section during fiscal year 2003 by the school 13 district's ADM less the ADM for the district's correspondence programs during fiscal 14 year 2003; or 01 (2) by $1,200 per student. 02 (b) In this section, 03 (1) "ADM" has the meaning given in AS 14.17.990; 04 (2) "district's ADM" means the sum of the ADMs in the district. 05  * Sec. 2. AS 14.17.470 is amended to read: 06 Sec. 14.17.470. Base student allocation. The base student allocation is 07 $4,169 [$4,010]. 08 * Sec. 3. The uncodified law of the State of Alaska is amended by adding a new section to 09 read: 10 TRANSITION PROVISION FOR TRANSPORTATION FUNDING. In addition to 11 funding provided for public transportation under AS 14.09.010, a school district that provides 12 student transportation is, beginning July 1, 2004, and ending June 30, 2006, eligible to receive 13 additional funding for operating the student transportation system in an amount equal to 14 funding provided to the school district under AS 14.09.010 multiplied by a percentage equal 15 to 50 percent of any percentage increase during the second preceding calendar year in the 16 consumer price index for all urban consumers for the Anchorage metropolitan area, compiled 17 by the Bureau of Labor Statistics, United States Department of Labor. The index for 18 January 2002 is the reference base index. 19  * Sec. 4. This Act takes effect July 1, 2003.
