00 SENATE BILL NO. 190 01 "An Act adding certain state-owned land and water to the Kenai River Special 02 Management Area; relating to the mineral estate of the state-owned land and water in 03 the Kenai River Special Management Area; amending the qualifications for members of 04 the Kenai River Special Management Area advisory board; and providing for an 05 effective date." 06 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 07  * Section 1. The uncodified law of the State of Alaska is amended by adding a new section 08 to read: 09 PURPOSE. The purpose of this Act is to further the implementation of the Kenai 10 River Comprehensive Management Plan by making additions of certain state-owned land and 11 water as described in this Act to the Kenai River Special Management Area. 12  * Sec. 2. AS 41.21.502(c) is amended to read: 04 (c) The mineral estate in the state-owned land and water described in (a)  05 of this section is open to [EXCEPT FOR] oil and gas leasing under AS 38.05.180.  06 The [, THE] mineral estate in the state-owned [STATE-OWNED] land and water 07 described in (a) of this section is closed to mineral entry under AS 38.05.181 - 08 38.05.275. 09  * Sec. 4. AS 41.21.510(b) is amended to read: 10 (b) The advisory board appointed under this section shall be representative of 11 user groups, resident property owners, municipalities, [AGENCIES OF THE STATE 12 AND FEDERAL GOVERNMENTS,] and other interest groups. An employee,  13 elected official, or other representative of a federal or state government may not  14 be appointed to the advisory board. A majority of the members of the advisory 15 group shall be residents of the Kenai Peninsula Borough. 16  * Sec. 5. This Act takes effect immediately under AS 01.10.070(c).
