01 "An Act imposing transfer fees for transfers of interests in oil and gas leases; and                                    
02 providing for an effective date."                                                                                       
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 38.05.035 is amended by adding a new subsection to read:                                          
05            (n)  For the transfer of a right, title, or interest in the following, or the right to                       
06       produce or recover oil or gas by any of the following, under this chapter there is                                
07       imposed a transfer fee of $250 plus one percent of the increase in value, if any, of the                          
08       subject of the transfer while held by the transferor:                                                             
09                 (1)  a leasehold interest; or                                                                           
10                 (2)  a working interest, royalty interest, overriding royalty interest,                                 
11       production payment, net profit interest, or any other interest in a lease, concession,                            
12       joint venture, or other agreement for oil and gas exploration, development, or                                    
13       production, or any other interest in an agreement for unitization or pooling.                                     
14    * Sec. 2.  This Act takes effect immediately under AS 01.10.070(c).
