01 "An Act relating to membership in the Comprehensive Health Insurance Association."                                      
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
03    * Section 1.  AS 21.55.010 is amended to read:                                                                     
04            Sec. 21.55.010.  Creation; membership.  There is established a nonprofit                                   
05       incorporated legal entity to be known as the Comprehensive Health Insurance                                       
06       Association.  Membership consists of (1) all licensed hospital or medical service                             
07       corporations in the state that offer subscriber contracts for major medical coverage; (2)                     
08       [,] all health maintenance organizations or other managed care arrangements approved                              
09       by the director; (3) to the extent permitted under federal law, all employers who                             
10       are self-insured and who offer major medical coverage on an expense incurred                                  
11       basis to employees; (4) the State of Alaska; [,] and (5) all insurers licensed to                         
12       transact health insurance in the state that offer policies for major medical coverage on                          
13       an expense incurred basis.  All members shall maintain membership in the association                              
14       as a condition of doing [HEALTH INSURANCE] business, or being able to offer                                       
15       subscriber contracts or enrollment in a health maintenance organization or managed
