00 CS FOR SENATE BILL NO. 102(FIN) 01 "An Act relating to the information required in an application for, and to display of 02 social security numbers on, certain licenses and instructional permits; and providing for 03 an effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05  * Section 1. AS 28.15.061(b) is amended to read: 06 (b) An application under (a) of this section must 07 (1) contain the applicant's full name, [SOCIAL SECURITY 08 NUMBER,] date and place of birth, sex, and mailing and residence addresses; 09 (2) state whether the applicant has been previously licensed as a driver 10 and, if so, when and by what jurisdiction; 11 (3) state whether any previous driver's license issued to the applicant 12 has ever been suspended or revoked or whether an application for a driver's license has 13 ever been refused and, if so, the date of and reason for the suspension, revocation, or 14 refusal; [AND] 01 (4) contain the applicant's social security number; this paragraph  02 does not apply to a person who affirms by sworn affidavit that the person has not  03 been issued a social security number; and  04 (5) contain other information that the department may reasonably 05 require to determine the applicant's identity, competency, and eligibility. 06  * Sec. 2. AS 28.15.111(a) is amended to read: 07 (a) Upon successful completion of the application and all required 08 examinations, and upon payment of the required fee, the department shall issue to 09 every qualified applicant a driver's license indicating the type or general class of 10 vehicles that the licensee may drive. The license must display (1) a distinguishing 11 number assigned to the license; (2) the licensee's full name, address, date of birth, 12 brief physical description, and color photograph; (3) either a facsimile of the signature 13 of the licensee or a space upon which the licensee must write the licensee's usual 14 signature with pen and ink; (4) a holographic symbol intended to prevent illegal 15 alteration or duplication; and (5) for a qualified applicant who is under age 21, the 16 words "UNDER 21". Except as provided under AS 28.33.100(b) for a commercial  17 driver's license, a [A] license may not display the licensee's social security  18 number and is not valid until signed by the licensee. If facilities are not available for 19 the taking of the photograph required under this section, the department shall endorse 20 on the license, the words "valid without photograph." 21  * Sec. 3. AS 28.33.100(b) is amended to read: 22 (b) In addition to the information required under AS 28.15.111, a commercial 23 driver's license shall include information determined by the United States Secretary of 24 Transportation to be appropriate to identify the licensee [, INCLUDING THE 25 LICENSEE'S SOCIAL SECURITY NUMBER]. 26  * Sec. 4. The uncodified law of the State of Alaska is amended by adding a new section to 27 read: 28 APPLICABILITY. Section 2 of this Act applies to a driver's license that is issued or 29 renewed on or after the effective date of this Act. 30  * Sec. 5. This Act takes effect immediately under AS 01.10.070(c).
