00 HOUSE CONCURRENT RESOLUTION NO. 1 01 Relating to establishing a Task Force on a Statewide Comprehensive Energy Plan. 02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 WHEREAS the people of Alaska deserve access to reliable, affordable energy; and 04 WHEREAS the cost and availability of energy affects economic development and 05 public health and safety; 06 BE IT RESOLVED by the Alaska State Legislature that the Task Force on a 07 Statewide Comprehensive Energy Plan is established 08 (1) to study the current state of energy resources in the state, including 09 development, generation, transmission, and delivery of reliable, affordable energy; to examine 10 the roles of the federal, state, municipal, and tribal governments in providing reliable, 11 affordable energy; and to determine whether changes ought to be made in the roles of the 12 federal, state, municipal, and tribal governments; 13 (2) to recommend any legislation needed to accomplish the changes the task 14 force determines necessary; and 15 (3) to prepare a statewide comprehensive energy plan addressing short-term 16 and long-term energy needs and goals for the state; and be it 01 FURTHER RESOLVED that the task force shall be composed of 13 members, 02 appointed as follows: 03 (1) two members of the senate appointed by the president of the senate; one of 04 these members shall be a member of the majority caucus and one shall be a member of the 05 minority caucus; 06 (2) two members of the house of representatives appointed by the speaker of 07 the house of representatives; one of these members shall be a member of the majority caucus 08 and one shall be a member of the minority caucus; 09 (3) one member appointed by the Alaska Municipal League; 10 (4) one member appointed by the Alaska Federation of Natives; 11 (5) one member appointed by the Alaska Rural Electric Cooperative 12 Association; 13 (6) one member appointed by the Alaska Oil and Gas Association; 14 (7) one member appointed by the executive director of the Alaska Science and 15 Technology Foundation; 16 (8) one member appointed by the president of the University of Alaska; 17 (9) one member appointed by the Alaska Trucking Association; 18 (10) one member appointed by the Alaska State AFL-CIO; 19 (11) one member appointed by the chair of the Regulatory Commission of 20 Alaska; and be it 21 FURTHER RESOLVED that the task force may not pay for or reimburse task force 22 members for travel expenses or per diem; and be it 23 FURTHER RESOLVED that the task force shall report its findings and 24 recommendations and present the statewide comprehensive energy plan to the governor, the 25 speaker of the house of representatives, and the president of the senate no later than 26 January 19, 2002; and be it 27 FURTHER RESOLVED that the task force 28 (1) may begin work immediately upon the appointment of its full membership 29 or by June 15, 2001, whichever date is earlier; 30 (2) may conduct its work during the legislative session and in the interim 31 between legislative sessions; 01 (3) may use the teleconference network, meet by teleconference, and hold 02 public hearings; and 03 (4) is terminated at 11:59 p.m. on March 1, 2002.
