01 "An Act making supplemental and other appropriations; and providing for an effective
02 date."
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:
04 * Section 1. DEPARTMENT OF ADMINISTRATION. The sum of $195,000 is
05 appropriated from the general fund to the Department of Administration, division of Alaska
06 longevity programs, pioneers homes, for increased costs for nurses for the fiscal year ending
07 June 30, 2001.
08 * Sec. 2. DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT. The
09 sum of $1,500,000 is appropriated from the general fund to the Department of Community
10 and Economic Development for payment as a grant under AS 37.05.316 to Arctic Power for
11 education efforts to open the coastal plain of the Arctic National Wildlife Refuge for oil and
12 gas exploration and development.
13 * Sec. 3. ALASKA COURT SYSTEM. The sum of $150,000 is appropriated from federal
14 receipts to the Alaska Court System, trial courts, for the drug court program for the fiscal year
01 ending June 30, 2001.
02 * Sec. 4. DEPARTMENT OF FISH AND GAME. (a) The sum of $898,700 is
03 appropriated from federal receipts to the Department of Fish and Game, division of sport fish,
04 for stock assessment and fisheries management projects for the fiscal year ending June 30,
05 2001.
06 (b) The unexpended and unobligated balance of the appropriation made by sec. 131,
07 ch. 139, SLA 1998, page 48, lines 24 - 30 (Kenai River Area Plan studies - $120,000), not to
08 exceed $20,000, is reappropriated to the Department of Fish and Game for the expenses of
09 Board of Fisheries meetings regarding halibut subsistence regulations for the fiscal year
10 ending June 30, 2001.
11 (c) The unexpended and unobligated balance of the appropriation made by sec. 131,
12 ch. 139, SLA 1998, page 48, lines 24 - 30 (Kenai River Area Plan studies - $120,000), not to
13 exceed $35,000, is reappropriated to the Department of Fish and Game for the expenses of
14 Cook Inlet/Northern Gulf of Alaska local area fisheries management planning for the fiscal
15 year ending June 30, 2001.
16 (d) If the amount available for reappropriation under (b) and (c) of this section is less
17 than $55,000 then the amounts appropriated in (b) and (c) of this section shall each be reduced
18 in direct proportion to the amount of the shortfall.
19 * Sec. 5. OFFICE OF THE GOVERNOR. (a) The sum of $100,000 is appropriated from
20 the general fund to the Office of the Governor, division of elections, for costs of the closed
21 statewide primary election for the fiscal year ending June 30, 2001.
22 (b) The sum of $14,300 is appropriated from the general fund to the Office of the
23 Governor, division of governmental coordination, for increased project review costs for the
24 fiscal year ending June 30, 2001.
25 * Sec. 6. DEPARTMENT OF HEALTH AND SOCIAL SERVICES. (a) The sum of
26 $3,351,300 is appropriated from federal receipts to the Department of Health and Social
27 Services, energy assistance program, for low income emergency heating assistance for the
28 fiscal year ending June 30, 2001.
29 (b) The sum of $15,000,100 is appropriated to the Department of Health and Social
30 Services, Medicaid services, to pay for fiscal year 2000 claims expenditures for the fiscal year
31 ending June 30, 2001, from the following sources:
01 Federal receipts $8,970,100
02 Statutory designated program receipts 6,030,000
03 * Sec. 7. DEPARTMENT OF LAW. The sum of $10,000 is appropriated from the general
04 fund to the Department of Law for the costs associated with litigation regarding the 1997 tort
05 reform legislation for the fiscal years ending June 30, 2001, and June 30, 2002.
06 * Sec. 8. LEGISLATIVE COUNCIL. The sum of $608,396 is appropriated from the
07 general fund to the Legislative Council for the Redistricting Board for operations for the fiscal
08 year ending June 30, 2001.
09 * Sec. 9. DEPARTMENT OF MILITARY AND VETERANS' AFFAIRS. The sum of
10 $500,000 is appropriated from the general fund to the Department of Military and Veterans'
11 Affairs, office of the commissioner, for a grant under AS 37.05.316 to 2001 Special Olympics
12 World Winter Games, Alaska for operating costs of those games during the fiscal year ending
13 June 30, 2001.
14 * Sec. 10. DEPARTMENT OF NATURAL RESOURCES. The sum of $600,000 is
15 appropriated from the general fund to the Department of Natural Resources, state pipeline
16 coordinator's office, for gas pipeline development and related activities.
17 * Sec. 11. DEPARTMENT OF REVENUE. (a) The sum of $1,276,000 is appropriated to
18 the Department of Revenue, tax division, for a tax assessment challenge for the fiscal years
19 ending June 30, 2001, and June 30, 2002, from the following sources in the amounts set out:

23 (b) The sum of $31,500 is appropriated from the general fund to the Department of
24 Revenue, administrative services division, for emergency replacement of a computer room air
25 conditioner for the fiscal year ending June 30, 2001.
26 * Sec. 12. STATE DEBT. (a) The unexpended and unobligated balance on the effective
27 date of this Act of the general obligation bond redemption fund, estimated to be $102,173.26,
28 is appropriated to the Alaska debt retirement fund (AS 37.15.011).
29 (b) The sum of $639,800 is appropriated from the general fund to the Alaska debt
30 retirement fund (AS 37.15.011).
31 * Sec. 13. DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES. The
01 following amounts are appropriated from the following sources to the Department of
02 Transportation and Public Facilities for the purposes specified:
03 (1) the sum of $905,000 from the International Airports Revenue Fund
04 (AS 37.15.430) for construction of the Fairbanks International Airport maintenance facility;
05 (2) the sum of $1,065,000 from the International Airports Revenue Fund
06 (AS 37.15.430) for the purchase of Fairbanks International Airport safety and maintenance
07 equipment;
08 (3) the sum of $281,900 from federal receipts for the Delong Mountain airport
09 access study;
10 (4) the sum of $53,600 from federal receipts for the Deadhorse combined
11 facility Federal Aviation Administration lease for the fiscal year ending June 30, 2001.
12 * Sec. 14. LAPSE PROVISIONS. (a) The appropriations made by secs. 13(1), 13(2), and
13 13(3) of this Act are for capital projects and lapse under AS 37.25.020.
14 (b) The appropriations made by sec. 12 of this Act are to capitalize a fund and do not
15 lapse.
16 (c) The appropriation made by sec. 2 of this Act lapses June 30, 2006.
17 (d) The appropriation made by sec. 10 of this Act lapses June 30, 2002.
18 * Sec. 15. This Act takes effect immediately under AS 01.01.070(c).
