00 SENATE CONCURRENT RESOLUTION NO. 14                                                                                   
01 Proposing an amendment to the Uniform Rules of the Alaska State Legislature                                             
02 relating to standing committees; and providing for an effective date.                                                   
03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                              
04    * Section 1.  Rule 20(a), Uniform Rules of the Alaska State Legislature, is amended to                             
05 read:                                                                                                                   
06  (a)  Each house has the following standing committees with the jurisdiction                                           
07 indicated:                                                                                                              
08  Finance (all appropriation, revenue, capital improvement, and bonding                                                 
09 measures, the executive budget, and the programs and activities of the Department of                                    
10 Revenue)                                                                                                                
11  Health, Education and Social Services (the programs and activities of the                                             
12 Department of Health and Social Services, the Department of Education  and Early                                       
13 Development , and the University of Alaska)                                                                            
14  Judiciary (the programs and activities of the Alaska Court System and the                                             
01 Department of Law, and the legal and substantive review of bills referred to it for that                                
02 purpose)                                                                                                                
03  Labor and Commerce (the programs and activities of the Department of Labor                                            
04  and Workforce Development  relating to labor-management relations, industrial safety,                                
05 unemployment compensation, and workers' compensation and the programs and                                               
06 activities of the Department of  Community  [COMMERCE] and Economic                                                   
07 Development  that do not primarily relate to local government or government                                            
08 services or functions in the unorganized borough )                                                                     
09  Community and Regional Affairs (the programs and activities of the                                                    
10 Department of Community and  Economic Development that primarily relate to local                                       
11 government and government services or functions in the unorganized borough,                                            
12 [REGIONAL AFFAIRS] and other matters relating to political subdivisions)                                                
13  Resources (the programs and activities of the Departments of Fish and Game,                                           
14 Natural Resources, and Environmental Conservation , except programs and activities                                     
15 relating to oil and gas issues )                                                                                       
16  Rules (interpretation of the Uniform Rules, calendar, the internal administration                                     
17 of the house and matters pertaining to the management of the legislature as a whole)                                    
18  State Affairs (programs and activities of the Office of the Governor and the                                          
19 Departments of Administration, Military  and Veterans'  Affairs ,  and Public Safety, and                           
20 programs and activities of the Department of Transportation and Public Facilities                                       
21 relating to public facilities)                                                                                          
22  Transportation (programs and activities of the Department of Transportation and                                       
23 Public Facilities relating to transportation and other legislative matters relating to                                  
24 transportation)                                                                                                         
25   Oil and Gas (legislative matters relating to oil and gas issues, including                                          
26 taxation) .                                                                                                            
27    * Sec. 2.  The amendment proposed by this resolution takes effect on the convening of the                          
28 First Regular Session of the Twenty-Second Alaska State Legislature.
