00 CS FOR SENATE BILL NO. 167(FIN) 01 "An Act relating to scholarships to attend the University of Alaska; and providing 02 for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 14.40.040 is amended by adding a new subsection to read: 05  (b) The Board of Regents of the University of Alaska shall provide scholarship 06 information to school districts as required by AS 14.43.930(a). 07 * Sec. 2. AS 14.40.253 is amended to read: 08  Sec. 14.40.253. Financing notice and approval. If the University of Alaska 09 intends to enter into an obligation, except for refinancing obligations, under 10  AS 14.40.040(a)(5)  [AS 14.40.040(5)] with an annual payment by the university 11 anticipated to exceed $1,000,000, the university shall provide notice to the legislature. 12 The notice must include the anticipated annual payment amount, the anticipated 13 financing, and the total construction, acquisition, or other costs of the project. The 14 university may not enter into an obligation requiring a financing notice under this 01 section, other than a refinancing obligation, unless the project has been approved by 02 the legislature by law. An appropriation for the project does not constitute approval 03 of the project for the purpose of this section. 04 * Sec. 3. AS 14.43 is amended by adding a new section to read: 05  Sec. 14.43.930. Scholarship program information. (a) The board shall 06 make information about scholarship programs available in each school district in the 07 state and at each campus of the University of Alaska. 08  (b) By September 15 before each annual graduation, a qualified high school 09 in the state with a high school graduating class shall provide 10  (1) to the board a list of the names and addresses of students in the 11 graduating class who meet scholarship eligibility requirements for each scholarship 12 program; and 13  (2) a notice of eligibility for the scholarship program to those students 14 on the list prepared under (1) of this subsection. 15  (c) A school district shall amend its policies, including those applying to 16 student directory information, as necessary to comply with this section. 17  (d) A qualified high school may not provide to the board the name of a student 18 if the parent of the student objects to the disclosure. 19  (e) In this section, 20  (1) "board" means the Board of Regents of the University of Alaska; 21  (2) "qualified high school" means a public high school, a high school 22 accredited by the Northwest Association of Schools and Colleges, or a high school 23 registered with the department. 24 * Sec. 4. APPLICABILITY. This Act applies to students who were in their senior year 25 of high school in the 1998 - 1999 or a subsequent school year. 26  * Sec. 5. TRANSITION PROVISION. Notwithstanding the deadline in AS 14.43.930(b), 27 enacted by sec. 3 of this Act, a qualified high school in the state with a high school graduating 28 class for the 1998 - 1999 school year shall provide the list and notice specified in 29 AS 14.43.930(b)(1) and (2), enacted by sec. 3 of this Act, not later than 30 days after the 30 effective date of this Act. 31 * Sec. 6. This Act takes effect July 1, 1999.
