01 "An Act relating to joint insurance arrangements; and providing for an effective                                        
02 date."                                                                                                                  
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04    * Section 1.  AS 21.76.010(a) is amended to read:                                                                  
05  (a)  One or more of the following  [MUNICIPALITIES AND THEIR PUBLIC                                                 
06 CORPORATIONS, CITY AND BOROUGH SCHOOL DISTRICTS, AND                                                                    
07 REGIONAL EDUCATIONAL ATTENDANCE AREAS] may enter into cooperative                                                       
08 agreements with each other for the purpose of establishing, operating, or participating                                 
09 in joint insurance arrangements through which the participating members agree to pool                                   
10 contributions in order to either assume risks from losses to the participants on a group                                
11 basis or purchase coverage for the participants on a group basis :                                                     
12   (1)  a municipality;                                                                                                 
13   (2)  a municipal public corporation;                                                                                 
14   (3)  a city or borough school district;                                                                              
01   (4)  a regional educational attendance area;                                                                         
02   (5)  each of the following if the entity exercises at least two of the                                               
03 general municipal powers described under AS 29.35.010 and at least one entity                                           
04 described under (1) - (4) of this subsection participates in the cooperative                                            
05 agreement:                                                                                                              
06   (A)  a nonprofit corporation incorporated in this state that,                                                       
07 in the preceding calendar year, had a payroll that did not exceed                                                       
08 $1,500,000;                                                                                                             
09   (B)  a Native association; or                                                                                       
10   (C)  a Native village council .                                                                                    
11    * Sec. 2.  This Act takes effect immediately under AS 01.10.070(c).
