00 CS FOR HOUSE BILL NO. 343(FIN) 01 "An Act making and amending capital, supplemental, and other appropriations and 02 reappropriations; making a reappropriation under art. IX, sec. 17(c), Constitution 03 of the State of Alaska, from the constitutional budget reserve fund; ratifying 04 certain expenditures; and providing for an effective date." 05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. FIRE SUPPRESSION. The sum of $6,415,100 is appropriated from the 07 general fund to the Department of Natural Resources for incurred fire suppression expenditures 08 and fixed costs for the fiscal year ending June 30, 2000. 09 * Sec. 2. DEPARTMENT OF ADMINISTRATION. (a) The sum of $118,600 is 10 appropriated from the general fund to the Department of Administration, division of senior 11 services, for operating costs of the general relief program for the fiscal year ending June 30, 12 2000. 13 (b) The sum of $100,000 is appropriated from the public employees retirement trust 14 fund (AS 39.35.020(6)) to the Department of Administration, division of retirement and 01 benefits, for costs associated with an unexpected Public Employees' Retirement Board election 02 for the fiscal year ending June 30, 2000. 03 * Sec. 3. ALASKA INDUSTRIAL DEVELOPMENT AND EXPORT AUTHORITY. The 04 sum of $8,000,000 that was declared available for appropriation by the board of directors of 05 the Alaska Industrial Development and Export Authority as a one-time additional fiscal year 06 2000 dividend from the unrestricted balance in the Alaska Industrial Development and Export 07 Authority revolving fund (AS 44.88.060) is appropriated in sec. 13 of this Act. 08 * Sec. 4. DEPARTMENT OF EDUCATION AND EARLY DEVELOPMENT. (a) The 09 sum of $1,500,000 is appropriated from interagency receipts to the Department of Education 10 and Early Development from the Department of Health and Social Services for the child care 11 assistance program for the fiscal year ending June 30, 2000. 12 (b) Section 43, ch. 84, SLA 1999, page 23, line 31, is amended to read: 13 ALLOCATIONS 14 Foundation Program  686,914,600  15 [689,054,300] 16 (c) Section 43, ch. 84, SLA 1999, page 24, line 10, is amended to read: 17 ALLOCATIONS 18 Pupil Transportation  41,914,800  19 [39,775,100] 20 * Sec. 5. DEPARTMENT OF HEALTH AND SOCIAL SERVICES. (a) The sum of 21 $608,600 is appropriated from the general fund to the Department of Health and Social 22 Services for catastrophic and chronic illness assistance (AS 47.08) for the fiscal year ending 23 June 30, 2000. 24 (b) The sum of $1,500,000 is appropriated from federal receipts to the Department of 25 Health and Social Services, child care benefits, for costs for the fiscal year ending June 30, 26 2000. 27 (c) The sum of $2,361,100 is appropriated from federal receipts to the Department of 28 Health and Social Services, energy assistance program, low income home energy assistance 29 program, for emergency heating assistance for the fiscal year ending June 30, 2000. 30 * Sec. 6. DEPARTMENT OF LAW. Section 55, ch. 2, FSSLA 1999, is amended to read: 31  Sec. 55. DEPARTMENT OF LAW. The appropriations made in sec. 3, ch. 7, 01 SLA 1998 (Department of Law defense of tort reform - $199,500) and in sec. 30(a), 02 ch. 139, SLA 1998 (Department of Law, medical procedures and parental consent for 03 abortions - $300,000) lapse into the general fund June 30,  2001 [2000]. 04 * Sec. 7. DEPARTMENT OF MILITARY AND VETERANS' AFFAIRS. (a) The sum 05 of $24,200 is appropriated from the general fund to the Department of Military and Veterans' 06 Affairs, Alaska National Guard, for operating costs for the fiscal year ending June 30, 2000. 07 (b) The sum of $212,400 is appropriated from federal receipts to the Department of 08 Military and Veterans' Affairs, air guard facilities maintenance, for operating costs for the 09 fiscal year ending June 30, 2000. 10 (c) The sum of $692,600 is appropriated to the Department of Military and Veterans' 11 Affairs, youth corps, for operating costs for the fiscal year ending June 30, 2000, from the 12 following sources: 13 Federal receipts $582,100 14 Designated program receipts 110,500 15 * Sec. 8. DEPARTMENT OF REVENUE. The sum of $620,200 is appropriated from the 16 following sources to the Department of Revenue, child support enforcement division, for a 17 one-time project to reduce the backlog of case adjustments for the fiscal years ending June 30, 18 2000, and June 30, 2001: 19 General fund program receipts $150,000 20 Federal receipts 470,200 21 * Sec. 9. DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES. (a) The 22 sum of $500,000 is appropriated from the general fund to the Department of Transportation 23 and Public Facilities, marine highway system, for increased fuel costs for the fiscal year 24 ending June 30, 2000. 25 (b) The sum of $25,000 is appropriated from the general fund to the Department of 26 Transportation and Public Facilities, northern region facilities, for unanticipated winter storm 27 costs incurred outside the declared Central Gulf Coast storm systems disaster area. 28 (c) The sum of $900,000 is appropriated from the International Airports Revenue Fund 29 (AS 37.15.430) to the Department of Transportation and Public Facilities, Anchorage airport, 30 for additional operating costs for the fiscal year ending June 30, 2000. 31 (d) The sum of $248,900 is appropriated from the general fund to the Department of 01 Transportation and Public facilities, northern region, for the fiscal year ending June 30, 2000, 02 to pay the costs of snow removal and opening of the following roads and is allocated in the 03 following amounts: 04 HIGHWAY ALLOCATION 05 Taylor $132,000 06 Boundary Spur 10,500 07 Nome-Teller 35,700 08 Nome-Council 34,700 09 Kougarok 36,000 10 (e) The sum of $50,000 is appropriated from the general fund to the Department of 11 Transportation and Public Facilities for operation of the Kodiak-Chiniak/Pasagshak road station 12 for the fiscal year ending June 30, 2000. 13 * Sec. 10. UNIVERSITY OF ALASKA. The sum of $1,000,000 is appropriated to the 14 University of Alaska for planning and design of a university museum from the following 15 sources: 16 University receipts $500,000 17 Federal receipts 500,000 18 * Sec. 11. LONGEVITY BONUS GRANT PROGRAM. (a) Notwithstanding sec. 5, 19 ch. 27, SLA 1999, the unexpended and unobligated balances as of March 31, 2000, of the 20 constitutional budget reserve fund appropriations made in sec. 2(a), ch. 27, SLA 1999, page 2, 21 line 3, page 3, line 31, page 4, line 17, and page 4, line 20, are repealed and reappropriated 22 to the Department of Administration, longevity bonus grant program, for operating costs for 23 the fiscal year ending June 30, 2000. 24 (b) If the amount reappropriated in (a) of this section is not sufficient to fully fund 25 the longevity bonus grant program for the fiscal year ending June 30, 2000, the amount of the 26 shortfall is appropriated from the general fund. 27 (c) The appropriation in (a) of this section is made under art. IX, sec. 17(c), 28 Constitution of the State of Alaska. 29 * Sec. 12. NORTHWEST ARCTIC BOROUGH SCHOOLS. POWER COST EQUALIZATION. The sum of $8,000,000 is appropriated from 12 the Alaska Industrial Development and Export Authority revolving fund (AS 44.88.060) to the 13 power cost equalization and rural electric capitalization fund (AS 42.45.100). 14 * Sec. 14. REDISTRICTING PLANNING COMMITTEE. (a) The unexpended and 15 unobligated balance, not to exceed $350,000, of the appropriation made by sec. 70, ch. 2, 16 FSSLA 1999 (special election - $939,000) is reappropriated to the Legislative Council for the 17 fiscal year ending June 30, 2000, for the redistricting planning committee for preparation for 18 the 2000 redistricting plan. 19 (b) If the amount available for reappropriation under (a) of this section is less than 20 $350,000, then the unexpended and unobligated balance, not to exceed the difference between 21 $350,000 and the amount available for reappropriation under (a) of this section, of the 22 appropriations made by sec. 64(a), ch. 2, FSSLA 1999 (Legislative Council), sec. 64(b), ch. 23 2, FSSLA 1999 (Legislative Budget and Audit Committee), sec. 64(c), ch. 2, FSSLA 1999 24 (Legislative Budget and Audit Committee), and sec. 64(d), ch. 2, FSSLA 1999 (Legislative 25 Council) is reappropriated to the Legislative Council for the fiscal year ending June 30, 2000, 26 for the redistricting planning committee for preparation for the 2000 redistricting plan. 27 * Sec. 15. RATIFICATIONS. (a) The following departmental expenditures made in fiscal 28 years 1998 and 1999 are ratified to reverse the negative account balances in the Alaska state 29 accounting system in the amounts listed for each AR number. LAPSE PROVISIONS. (a) The appropriations made by secs. 9(b) and 10 of 15 this Act are for capital projects and lapse under AS 37.25.020. 16 (b) The appropriation made by sec. 13 of this Act is to capitalize a fund and does not 17 lapse. 18 * Sec. 17. This Act takes effect immediately under AS 01.10.070(c).
