01 "An Act relating to counseling in public schools."                                                                      
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
03    * Section 1.  AS 14.30 is amended by adding a new section to read:                                                 
04 Article 10.  Public School Counseling.                                                                                 
05  Sec. 14.30.740.  Public school counseling.  (a)  A counseling program                                                
06 established by a district for public school students must include                                                       
07   (1)  the written objectives of the school counseling program;                                                        
08   (2)  a method to monitor and review the effects of counseling services                                               
09 on students;                                                                                                            
10   (3)  a method for parents or legal guardians to participate in continuing                                            
11 counseling services;                                                                                                    
12   (4)  procedures for maintaining confidentiality; and                                                                 
13   (5)  procedures to provide counseling services without the permission                                                
14 of a parent or legal guardian if obtaining permission of a parent or legal guardian                                     
01 poses a threat to the health or safety of the student.                                                                  
02  (b)  In this section, "district" has the meaning given in AS 14.17.990.
