00 CS FOR HOUSE BILL NO. 64(FIN)(title am) 01 "An Act making and amending appropriations for year 2000 assessment, 02 compliance, and remediation projects and modification of the Offender Base State 03 Corrections Information System and the Offender Financial Accounting System 04 in the Department of Corrections; making appropriations under art. IX, 05 sec. 17(c), Constitution of the State of Alaska; and providing for an effective 06 date." 07 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 08 * Section 1. FINDINGS AND PURPOSE. (a) The legislature finds that 09 (1) the year 2000 date-change problem is already affecting automation systems 10 and the conduct of business worldwide in both the public and private sectors; 11 (2) the year 2000 date-change problem will increasingly affect automation 12 systems and business operations as December 31, 1999, approaches and will continue to have 13 substantial effects even beyond 2000; 14 (3) the year 2000 date-change problem is already affecting the systems and 01 operations of state government and, if not corrected, will likely cause substantial disruptions 02 in the provision of public services in Alaska; 03 (4) the year 2000 date-change problem poses serious potential risks to the life, 04 health, safety, and the economic well-being of all Alaskans; 05 (5) it is necessary to avoid these risks and to ensure that essential state 06 government functions and services continue without interruption; and 07 (6) the executive branch 08  (A) has identified its mission-critical business functions; 09  (B) is directing its efforts towards avoiding and remediating potential 10 year 2000-related failures in the automation systems that directly support those 11 functions; and 12  (C) needs to complete this work to ensure that essential state 13 government functions and the provision of essential state government services to 14 Alaskans are not disrupted. 15 (b) The appropriations in this Act are made to ensure that essential state government 16 functions and the provision of essential state government services to Alaskans are not 17 disrupted. 18 * Sec. 2. The appropriations made by sec. 2 of this Act lapse 20 March 31, 2000. 21 * Sec. 6. This Act takes effect immediately under AS 01.10.070(c).
