00 HOUSE BILL NO. 64 01 "An Act making appropriations for year 2000 assessment, compliance, and 02 remediation projects; making appropriations under art. IX, sec. 17(c), 03 Constitution of the State of Alaska; and providing for an effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. FINDINGS AND PURPOSE. (a) The legislature finds that 06 (1) the year 2000 date-change problem already is affecting automation systems 07 and the conduct of business worldwide, in both public and private sectors; 08 (2) the year 2000 problem will increasingly affect automation systems and 09 business operations as December 31, 1999, approaches and will continue to have substantial 10 effects even beyond 2000; 11 (3) the year 2000 problem already is affecting the systems and operations of 12 state government and, if not corrected, will likely cause substantial disruptions in the provision 13 of public services in Alaska; 14 (4) the year 2000 problem poses serious potential risks to life, health, safety, 01 and the economic well-being of all Alaskans; 02 (5) it is necessary to avoid such risks and to ensure that essential state 03 government functions and services continue without interruption; and 04 (6) the executive branch of government has identified its mission-critical 05 business functions, is directing its efforts towards avoiding and remediating potential year 06 2000-related failures in the automation systems that directly support those functions, and needs 07 to complete this work to ensure that essential state government functions and the provision 08 of essential state government services to Alaskans are not disrupted. 09 (b) The appropriations in this Act are made to ensure that essential state government 10 functions and the provision of essential state government services to Alaskans are not 11 disrupted. 12 * Sec. 2. The appropriations from the constitutional budget reserve fund in sec. 2 of this 20 Act are made under art. IX, sec. 17(c), Constitution of the State of Alaska. 21 * Sec. 4. LAPSE PROVISIONS. The appropriations made by sec. 2 of this Act are for 22 capital projects and lapse under AS 37.25.020. 23 * Sec. 5. This Act takes effect immediately under AS 01.10.070(c).
