00 SENATE JOINT RESOLUTION NO. 27 01 Endorsing the Working Families Flexibility Act and the Family Friendly Workplace 02 Act. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS working men and women who are parents struggle daily with the 05 competing demands involved with being good workers and good parents; and 06 WHEREAS these same workers also often face the need to care for aging parents or 07 ill spouses; and 08 WHEREAS time off from work could help all employees deal with their personal 09 business even if they aren't involved with children or other family members; and 10 WHEREAS the world of work and the societal norms of the United States have 11 changed considerably from the days of 1938 when the Fair Labor Standards Act was passed 12 by the Congress, which is especially reflected in the increased percentage of families where 13 both parents work outside the home and the increased percentage of fathers who take an active 14 role in rearing their children; and 01 WHEREAS H.R. 1, the Working Families Flexibility Act, and S. 4, the Family 02 Friendly Workplace Act, acknowledge this change in society and the increased need for 03 employees to have personal time away from work to attend to their needs and the needs of 04 their families by changing the Fair Labor Standards Act to allow employers in the private 05 sector to offer compensatory time to their employees in lieu of overtime wages for overtime 06 worked; 07 BE IT RESOLVED that the Alaska State Legislature endorses H.R. 1 and S. 4 and 08 urges the United States Congress to meet the needs of working parents by passing this 09 legislation; and be it 10 FURTHER RESOLVED that the Alaska State Legislature encourages the President 11 to sign this legislation to increase the ability of employees to balance their roles as parents and 12 as workers. 13 COPIES of this resolution shall be sent to the Honorable Bill Clinton, President of the 14 United States; the Honorable Al Gore, Jr., Vice-President of the United States and President 15 of the U.S. Senate; the members of the U.S. Senate Committee on Labor and Human 16 Resources; and to the Honorable Ted Stevens and the Honorable Frank Murkowski, U.S. 17 Senators, and the Honorable Don Young, U.S. Representative, members of the Alaska 18 delegation in Congress.
