00 SENATE BILL NO. 111                                                                                                     
01 "An Act making an appropriation to the education facilities fund; making an                                             
02 appropriation from the constitutional budget reserve fund under art. IX, sec. 17(c),                                    
03 Constitution of the State of Alaska; and providing for an effective date."                                              
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
05    * Section 1.  The sum of $1,200,000,000 is appropriated from the constitutional budget                               
06 reserve fund (art. IX, sec. 17, Constitution of the State of Alaska) to the education facilities                        
07 fund.                                                                                                                   
08    * Sec. 2.  The appropriation made by this Act is contingent upon the passage by the                                  
09 Twentieth Alaska State Legislature and the enactment into law of a bill establishing the                                
10 education facilities fund.                                                                                              
11    * Sec. 3.  The appropriation made by this Act is for the capitalization of a fund and is not                         
12 subject to lapse under AS 37.25.                                                                                        
13    * Sec. 4.  The appropriation made by this Act is made from the constitutional budget                                 
14 reserve fund under art. IX, sec. 17(c), Constitution of the State of Alaska.                                            
01    * Sec. 5.   This Act takes effect July 1, 1997.
