00 CS FOR HOUSE BILL NO. 434(JUD) 01 "An Act relating to family self-sufficiency plans under the Alaska temporary 02 assistance program; relating to the assessment of recipients of assistance under the 03 Alaska temporary assistance program for the use of alcohol and controlled 04 substances and compliance with recommendations of the assessment as a condition 05 of the recipient's family self-sufficiency plan; and providing for an effective date." 06 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 07 * Section 1. AS 47.27.030(a) is amended to read: 08  (a) A participant in the Alaska temporary assistance program shall cooperate 09 with the department, or its designee, to develop and sign a family self-sufficiency plan 10 that includes 11  (1) the steps the family will take towards the self-sufficiency of the 12 family; 13  (2) the self-sufficiency services the department will provide to assist 14 the family to attain self-sufficiency; 01  (3) specific benchmarks to indicate the steps toward successful 02 completion of the family plan; 03  (4) a statement that the family may be subject to  reduction or 04 elimination of benefits  [BENEFIT REDUCTIONS] or other sanctions if the family 05 fails to comply with the family plan; and 06  (5) a statement that describes the necessary conditions and the steps 07 that must be taken to renegotiate the terms of the family plan. 08 * Sec. 2. AS 47.27.030 is amended by adding a new subsection to read: 09  (d) The department shall screen adult participants to identify barriers to family 10 self-sufficiency related to the use of alcohol or controlled substances. As a condition 11 of the plan, the department may refer the participant for assessment and require the 12 participant to comply with the recommendations of the assessment as a condition of 13 the family self-sufficiency plan. Assessments shall be conducted at a facility approved 14 under AS 47.37.140. 15 * Sec. 3. This Act takes effect July 1, 1999.
