00 SENATE JOINT RESOLUTION NO. 21 01 Proposing amendments to the Constitution of the State of Alaska creating a 02 special fund related to the use of federal mineral revenue sharing payments due 03 the state from certain federal leases on the coastal plain of the Arctic National 04 Wildlife Refuge. 05 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. Article IX, sec. 7, Constitution of the State of Alaska, is amended to read: 07  SECTION 7. DEDICATED FUNDS. The proceeds of any State [STATE] tax 08 or license shall not be dedicated to any special purpose, except as provided in Section 09 15 and Section 18 of this article or when required by the federal government for State 10 [STATE] participation in federal programs. This provision shall not prohibit the 11 continuance of any dedication for special purposes existing on April 24, 1956 [UPON 12 THE DATE OF RATIFICATION OF THIS SECTION BY THE PEOPLE OF 13 ALASKA]. 14 * Sec. 2. Article IX, Constitution of the State of Alaska, is amended by adding a new 01 section to read: 02  SECTION 18. ARCTIC NATIONAL WILDLIFE REFUGE SPECIAL 03 REVENUE FUND. (a) There is established as a separate fund in the State treasury 04 the Arctic National Wildlife Refuge special revenue fund. 05  (b) The money disbursed to the State by the federal government as federal 06 mineral revenue sharing payments due the State from oil and gas and other leases by 07 the federal government on the coastal plain of the Arctic National Wildlife Refuge, 08 less the amount required by law to be deposited in the Alaska permanent fund, shall 09 be placed in the Arctic National Wildlife Refuge special revenue fund. The legislature 10 may use money in the special revenue fund only to make appropriations for payment 11 of assistance or aid to a municipality under a program of State aid to local government 12 established by law and for the support of school construction and school major 13 maintenance programs established by law. 14 * Sec. 3. The amendments proposed by this resolution shall be placed before the voters of 15 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 16 State of Alaska, and the election laws of the state.
