00 HOUSE CONCURRENT RESOLUTION NO. 30 01 Relating to rights of public school students. 02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 WHEREAS the State of Alaska spends 2.6 times the national average on public 04 education spending per capita; and 05 WHEREAS education is a key component in teaching our children to be responsible, 06 productive adults; and 07 WHEREAS a well-educated workforce is necessary for the continued growth of 08 Alaska's economy; and 09 WHEREAS Alaska students' efforts to achieve academic excellence are increasingly 10 hampered by, among other things, violent and chronically disruptive behavior in the classroom 11 and on campus, a lack of funding directed to basic academics, and instructors who need more 12 training and support; 13 BE IT RESOLVED that the Alaska State Legislature declares that students in Alaska 14 have the following rights: 01 (1) the right to schools that are safe, orderly, and drug free; 02 (2) the right to learn in schools that have clear discipline codes with fair and 03 consistently enforced consequences for misbehavior; 04 (3) the right to learn in schools that are free of violent and chronically 05 disruptive behavior; 06 (4) the right to be treated with courtesy and respect by teachers and staff; 07 (5) the right to learn in classrooms that have clearly stated and rigorous 08 academic standards; 09 (6) the right to learn in well equipped schools that have the instructional 10 materials needed to carry out a rigorous academic program; 11 (7) the right to learn in schools where teachers know their subject matter and 12 how to teach it; 13 (8) the right to learn in schools and classrooms where high grades stand for 14 high achievement and promotion is earned; 15 (9) the right to learn in schools where getting a high school diploma means 16 having the knowledge and skills essential for college or a good job; and 17 (10) the right to be supported by parents, the community, public officials, and 18 business in their efforts to uphold high standards of conduct and achievement.
