00 HOUSE BILL NO. 546 01 "An Act providing for and relating to the issuance of general obligation bonds 02 in the amount of $600,211,000 for the purpose of paying the cost of acquiring, 03 constructing, reconstructing, and equipping public schools and of repair and major 04 maintenance of public school and University of Alaska facilities; and providing for 05 an effective date." 06 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 07 * Section 1. For the purpose of paying the cost of acquiring, constructing, reconstructing, 08 and equipping public schools and of repair and major maintenance of public school and 09 University of Alaska facilities, general obligation bonds of the state in the principal amount 10 of not more than $600,211,000, if authorized by the qualified voters of the state, shall be 11 issued and sold. The full faith, credit, and resources of the state are pledged to the payment 12 of the principal of and interest and redemption premium, if any, on the bonds. The bonds 13 shall be issued under the provisions of AS 37.15 as those provisions read at the time of 14 issuance. 01 * Sec. 2. If the issuance of the bonds is authorized by the qualified voters of the state, a 02 special fund of the state to be known as the "1996 public school and university project fund" 03 shall be established, to which shall be credited the proceeds of the sale of the bonds described 04 in sec. 1 of this Act except for the accrued interest and premiums. 05 * Sec. 3. (a) The amount of $448,568,500 is appropriated from the "1996 public school 06 and university project fund" to the Department of Education to be allocated among the 07 following projects in the 1,370,500 21 (c) The amount of $30,000,000 is appropriated from the "1996 public school and 22 university project fund" to the University of Alaska for major repair and maintenance of 23 facilities. 24 * Sec. 4. If the issuance of the bonds is authorized by the qualified voters of the state, the 25 amount of $2,100,739 or as much of that amount as is found necessary is appropriated from 26 the general fund of the state to the state bond committee to carry out the provisions of this 27 Act and to pay expenses incident to the sale and issuance of the bonds authorized in this Act. 28 The amounts expended from the appropriation authorized by this section shall be reimbursed 29 to the general fund from the proceeds of the sale of the bonds authorized by this Act. 30 * Sec. 5. The amount withdrawn from the public facility planning fund (AS 35.10.135) for 31 the purpose of advance planning for the improvements financed under this Act shall be reimbursed to the fund from 01 the proceeds of the sale of bonds authorized by this Act. 02 * Sec. 6. The unexpended and unobligated balance of the appropriations made in sec. 3 of 03 this Act lapses under AS 37.25.020 and is appropriated to the state bond committee to redeem 04 bonds sold under this Act. The amounts expended from the general fund to pay the principal, 05 interest, and redemption premium on bonds issued under this Act shall be reimbursed to the 06 general fund from the appropriation made under this section to the extent that the money is 07 not needed to redeem the bonds. 08 * Sec. 7.
