00 HOUSE BILL NO. 485 01 "An Act relating to interference with the distribution or reading of free 02 newspapers or other free periodicals." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 11.46.484(a) is amended to read: 05  (a) A person commits the crime of criminal mischief in the third degree if, 06 having no right to do so or any reasonable ground to believe the person has such a 07 right, 08  (1) with intent to damage property of another, the person damages 09 property of another in an amount of $50 or more but less than $500; 10  (2) the person drives, tows away, or takes the propelled vehicle of 11 another; 12  (3) having custody of a propelled vehicle under a written agreement 13 with the owner of the vehicle that includes an agreement to return the vehicle to the 14 owner at a specified time, the person knowingly retains or withholds possession of the 01 vehicle without the consent of the owner for so long a period beyond the time 02 specified as to render the retention or possession of the vehicle an unreasonable 03 deviation from the agreement; 04  (4) the person tampers with a fire protection device in a building that 05 is a public place; 06  (5) the person knowingly accesses a computer, computer system, 07 computer program, computer network, or part of a computer system or network; 08  (6) the person uses a device to descramble an electronic signal that has 09 been scrambled to prevent unauthorized receipt or viewing of the signal unless the 10 device is used only to descramble signals received directly from a satellite or unless 11 the person owned the device before September 18, 1984; [OR] 12  (7) the person knowingly removes, relocates, defaces, alters, obscures, 13 shoots at, destroys, or otherwise tampers with an official traffic control device or 14 damages the work upon a highway under construction; or 15  (8) with the intent to interfere with the distribution of a free 16 newspaper or other free periodical, or to prevent other persons from reading a 17 free newspaper or other free periodical, the person interferes with the distribution 18 of a free newspaper or periodical or prevents other persons from reading a free 19 newspaper or other periodical.
