01 "An Act relating to an Iditarod mushing sweepstakes; and providing for an                                               
02 effective date."                                                                                                        
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 05.15.100(a) is amended to read:                                                                    
05  (a)  The department may issue a permit to a municipality or qualified                                                 
06 organization.  The permit gives the municipality or qualified organization the privilege                                
07 of conducting bingo, raffles and lotteries, pull-tab games, ice classics, rain classics,                                
08 goose classics, mercury classics, mushing sweepstakes, canned salmon classics,                                        
09 salmon classics, king salmon classics, dog mushers' contests, fish derbies, and contests                                
10 of skill.                                                                                                               
11    * Sec. 2.  AS 05.15.100(a) is repealed and reenacted to read:                                                        
12  (a)  The department may issue a permit to a municipality or qualified                                                 
13 organization.  The permit gives the municipality or qualified organization the privilege                                
14 of conducting bingo, raffles and lotteries, pull-tab games, ice classics, rain classics,                                
01 goose classics, mercury classics, canned salmon classics, salmon classics, king salmon                                  
02 classics, dog mushers' contests, fish derbies, and contests of skill.                                                   
03    * Sec. 3.  AS 05.15.115(c) is amended to read:                                                                       
04  (c)  A permittee may not contract with more than one operator at a time to                                            
05 conduct the same type of activity.  For the purposes of this subsection, bingo games,                                   
06 raffles, lotteries, pull-tab games, ice classics, rain classics, goose classics, mercury                                
07 classics, mushing sweepstakes, canned salmon classics, salmon classics, king salmon                                   
08 classics, dog mushers' contests, fish derbies, contests of skill, and all activities                                    
09 permitted under AS 05.15.100(b) are each a different type of activity.                                                  
10    * Sec. 4.  AS 05.15.115(c) is repealed and reenacted to read:                                                        
11  (c)  A permittee may not contract with more than one operator at a time to                                            
12 conduct the same type of activity.  For the purposes of this subsection, bingo games,                                   
13 raffles, lotteries, pull-tab games, ice classics, rain classics, goose classics, mercury                                
14 classics,  canned salmon classics, salmon classics, king salmon classics, dog mushers'                                  
15 contests, fish derbies, contests of skill, and all activities permitted under                                           
16 AS 05.15.100(b) are each a different type of activity.                                                                  
17    * Sec. 5.  AS 05.15.180(b) is amended to read:                                                                       
18  (b)  With the exception of raffles, lotteries, bingo games, pull-tab games, rain                                      
19 classics, goose classics, mercury classics, mushing sweepstakes, canned salmon                                        
20 classics, salmon classics, king salmon classics, and other activities authorized under                                  
21 AS 05.15.100(b), an activity may not be licensed under this chapter unless it existed                                   
22 in the state in substantially the same form and was conducted in substantially the same                                 
23 manner before January 1, 1959.                                                                                          
24    * Sec. 6.  AS 05.15.180(b) is repealed and reenacted to read:                                                        
25  (b)  With the exception of raffles, lotteries, bingo games, pull-tab games, rain                                      
26 classics, goose classics, mercury classics, canned salmon classics, salmon classics, king                               
27 salmon classics, and other activities authorized under AS 05.15.100(b), an activity may                                 
28 not be licensed under this chapter unless it existed in the state in substantially the same                             
29 form and was conducted in substantially the same manner before January 1, 1959.                                         
30    * Sec. 7.  AS 05.15.690 is amended by adding a new paragraph to read:                                                
31   (42)  "mushing sweepstakes" means a game of chance where a prize of                                                  
01 money is awarded for the closest guess or guesses of at least three elements of                                         
02 uncertainty about the Iditarod sled dog race that cannot be determined prior to the                                     
03 commencement of the race, and is limited to the Iditarod Sweepstakes operated and                                       
04 administered by the Iditarod Trail Committee.                                                                           
05    * Sec. 8.  Sections 1, 3, 5, and 7 are repealed December 31, 1999.                                                   
06    * Sec. 9.  Sections 2, 4, and 6 take effect January 1, 2000.
