00 HOUSE BILL NO. 131                                                                                                      
01 "An Act establishing an exemption to the requirement of obtaining a waste                                               
02 disposal permit for certain mineral drilling activities."                                                               
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 46.03.100 is amended by adding a new subsection to read:                                            
05  (f)  This section does not apply to waste material discharges or water                                                
06 discharges that will arise from mineral drilling activities if the discharge is incidental                              
07 to the activity  and consists only of ground up rock, water, and biodegradable additives                                
08 that have been approved by the Environmental Protection Agency for water well                                           
09 drilling.
