00 HOUSE CS FOR CS FOR SENATE BILL NO. 142(FIN) 01 "An Act relating to the Alaska regional economic assistance program and to 02 regional development organizations; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 09.17.050(a) is amended to read: 05  (a) Unless the act or omission constituted gross negligence, a person may not 06 recover tort damages for personal injury, death, or damage to property for an act or 07 omission to act in the course and scope of official duties, from one of the following: 08  (1) a member of the board of directors or an officer of a nonprofit 09 corporation; 10  (2) a member of the board of directors of a public or nonprofit hospital, 11 or a member of a citizen's advisory board of any hospital; 12  (3) a member of a school board of a school district; 13  (4) a member of the governing body, a commission, or a citizen's 14 advisory committee of a municipality of the state; 01  (5) a member of the board of directors, an officer, or an employee 02 of a regional development organization. 03 * Sec. 2. AS 09.17.050(c) 04  (c) In this section, 05  (1) "nonprofit corporation" means a corporation that qualifies for 06 exemption from taxation under 26 U.S.C. 501(c)(3) or (4) (Internal Revenue Code); 07  (2) "regional development organization" has the meaning given in 08 AS 44.33.026. 09 * Sec. 3. AS 36.30.850(b) is amended by adding a new paragraph to read: 10  (30) contracts entered into with a regional development organization; 11 in this paragraph, "regional development organization" has the meaning given in 12 AS 44.33.026. 13 * Sec. 4. AS 44.33.026(c) is amended to read: 14  (c) To qualify for a grant, a regional development organization must match the 15 grant by providing an amount of money from nonstate sources. The department shall 16 establish by regulation a formula that determines the amount of the match 17 required under this subsection based upon the capability of each organization to 18 generate money from nonstate sources. The amount of match required may not 19 exceed [FOR THE PROJECT THAT EQUALS] the amount of grant money and may 20 not be less than 20 percent of the grant [TO BE USED FOR THE PROJECT]. The 21 total amount of grant money provided to an organization during a fiscal year may not 22 exceed $100,000 [$50,000]. 23 * Sec. 5. This Act takes effect July 1, 1993.
