01 "An Act making appropriations to the energy authority revolving fund; and                                               
02 providing for an effective date."                                                                                       
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  The balance in the Railbelt intertie reserve (sec. 159, ch. 208, SLA 1990) on                          
05 June 30, 1993 is appropriated from the Railbelt intertie reserve to the energy authority                                
06 revolving fund (AS 44.83.107).                                                                                          
07    * Sec. 2.  The balance in the Railbelt energy fund (AS 37.05.520) on June 30, 1993 is                                
08 appropriated from the Railbelt energy fund to the energy authority revolving fund                                       
09 (AS 44.83.107).                                                                                                         
10    * Sec. 3.  (a)  The unexpended and unobligated balance of the appropriation made in sec. 3,                          
11 ch. 128, SLA 1986, page 8, line 7, as amended by sec. 1, ch. 96, SLA 1987 (Bradley Lake                                 
12 Hydroelectric Project - $50,000,000) is repealed and reappropriated to the energy authority                             
13 revolving fund (AS 44.83.107).                                                                                          
14  (b)  The unexpended and unobligated balance of the appropriation made by sec. 6,                                       
01 ch. 172, SLA 1988 (Bradley Lake power project - $7,000,000) is repealed and reappropriated                              
02 to the energy authority revolving fund (AS 44.83.107).                                                                  
03    * Sec. 4.  (a)  All right, title, and interest in loans described in (b) of this section, in an                      
04 amount not to exceed $220,000,000 unpaid principal as of June 30, 1993, and interest accrued                            
05 on those loans through June 30, 1993, and all right, title, and interest in all mortgages, notes,                       
06 power sales agreements, reserves, and other instruments of security made in connection with                             
07 those loans as of June 30, 1993, are transferred and appropriated to the Alaska Energy                                  
08 Authority for the purposes of its energy authority revolving fund (AS 44.83.107).                                       
09  (b)  This section transfers and appropriates                                                                           
10   (1)  power project fund loans made under former AS 44.83.170;                                                         
11   (2)  rural electrification revolving loan fund loans made under  former                                               
12 AS 44.83.361 - 44.83.363;                                                                                               
13   (3)  power development revolving loan fund loans made under former                                                    
14 AS 44.83.500 - 44.83.530; and                                                                                           
15   (4)  bulk fuel revolving loan fund loans made under former AS 44.83.600 -                                             
16 44.83.650.                                                                                                              
17    * Sec. 5.  The appropriations made by this Act are for capitalization of the energy authority                        
18 revolving fund (AS 44.83.107) and are subject to AS 37.25.020.                                                          
19    * Sec. 6.  This Act takes effect July 1, 1993, only if a bill establishing the energy authority                      
20 revolving fund is enacted into law.
