00 CS FOR SENATE BILL NO. 124(FIN) 01 "An Act establishing a task force to advise the legislature concerning the 02 reduction and elimination of the Alaska Energy Authority; and providing for an 03 effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. ENERGY TASK FORCE CREATED. (a) The Alaska Energy Task Force 06 is created. The purpose of the task force is to develop a plan to reduce, and ultimately 07 eliminate, the role of the Alaska Energy Authority in providing direct services for energy 08 projects and replace the services provided by the authority with services provided through 09 contracts with entities in the private sector, including regional utilities, and by directing other 10 state agencies to provide those services. The task force shall explore and include in the plan 11 ways in which the state may transfer ownership and responsibility for operation and 12 maintenance of the facilities owned by the authority to utilities served by those facilities. 13 (b) The task force shall prepare and submit to the legislature by December 31, 1993, 14 a plan to implement the reduction or elimination of the authority by March 31, 1994. The 01 task force may identify legislation necessary to implement its recommendations. It is the 02 intent of the legislature that the plan should be used in preparing the fiscal year 1995 03 operating budget. 04 (c) The task force consists of nine members selected as follows: 05 (1) the speaker of the house of representatives or the speaker's designee; 06 (2) the president of the senate or the president's designee; 07 (3) one member of the house of representatives and one member of the senate, 08 selected by the appropriate presiding officer; 09 (4) the commissioner of commerce and economic development; 10 (5) the commissioner of community and regional affairs; 11 (6) three persons currently holding management positions with electric public 12 utilities in the state; 13  (A) one of these members, to be appointed by the commissioner of 14 community and regional affairs, shall be selected from an electric utility with fewer 15 than 1,000 consumers; 16  (B) one of these members, to be appointed by the members of the task 17 force who are members of the senate, shall be selected from an electric utility located 18 north of the Alaska Range that has more than 20,000 consumers; 19  (C) one of these members, to be selected by the members of the task 20 force who are members of the house of representatives, shall be selected from an 21 electric utility located south of the Alaska Range that has more than 20,000 consumers. 22 * Sec. 2. This Act takes effect immediately under AS 01.10.070(c).
