00 HOUSE CONCURRENT RESOLUTION NO. 25                                                                                      
01 Relating to a state materials exchange.                                                                                 
02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
03  WHEREAS an industrial materials exchange provides for the reuse and recycling of                                       
04 industrial materials; and                                                                                               
05  WHEREAS the implementation of an industrial materials exchange in the state would                                      
06 result in significant environmental and economic benefits to the state, including resource and                          
07 energy conservation, protection of the environment, and reduce demands on traditional                                   
08 methods of disposal; and                                                                                                
09  WHEREAS it is estimated that United States and Canadian industry annually save                                         
10 $27,000,000 and the energy equivalent of 100,000 barrels of oil by using materials exchanges;                           
11 and                                                                                                                     
12  WHEREAS an Alaska materials exchange would encourage and enable Alaska                                                 
13 industry to be more efficient in its use of natural resources; and                                                      
14  WHEREAS an Alaska materials exchange would directly benefit the communities in                                         
01 the state by extending the life of local landfills; and                                                                 
02  WHEREAS an Alaska materials exchange would benefit all residents of the state by                                       
03 reducing the cost of doing business in the state and by decreasing the effect of industry on the                        
04 environment; and                                                                                                        
05  WHEREAS two companies in the Prudhoe Bay oil development community have                                                
06 voluntarily committed their valuable resources to establish an Alaska materials exchange; and                           
07  WHEREAS a fully operational Alaska materials exchange could operate in the private                                     
08 sector with little or no cost to state government; and                                                                  
09  WHEREAS an Alaska materials exchange would demonstrate the value of cooperation                                        
10 among different industries in the state and between industry and government; and                                        
11  WHEREAS the Pollution Prevention Office in the Department of Environmental                                             
12 Conservation has been established to foster the type of nonregulatory pollution prevention                              
13 partnerships represented by an Alaska materials exchange;                                                               
14  BE IT RESOLVED that the Alaska State Legislature supports the establishment of                                         
15 an Alaska materials exchange and encourages businesses in the state to participate in the                               
16 exchange; and be it                                                                                                     
17  FURTHER RESOLVED that the Alaska State Legislature respectfully requests the                                           
18 Governor to direct the commissioner of environmental conservation to continue working with                              
19 industry to establish an Alaska materials exchange; and be it                                                           
20  FURTHER RESOLVED that the Alaska State Legislature respectfully requests the                                           
21 Governor to proclaim March 1994 Alaska Materials Exchange Month in order to encourage                                   
22 participation in an Alaska materials exchange.
