00 HOUSE BILL NO. 435 01 "An Act establishing a grant program to encourage parent involvement in public 02 school education." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 14.30 is amended by adding new sections to read: 05 ARTICLE 12. PARENT INVOLVEMENT IN EDUCATION. 06  Sec. 14.30.775. INCENTIVE GRANT FUND ESTABLISHED. The parent 07 involvement incentive grant fund is established. The fund consists of money 08 appropriated to it and unexpended grant money returned to the department by a school 09 district. The department may accept donations for the purpose of the fund and deposit 10 the donations in it. The department shall administer the fund. Money in the fund may 11 only be used to make grants under AS 14.30.780. The unexpended and unobligated 12 balance in the fund does not lapse under AS 37.25.010. 13  Sec. 14.30.780. PARENT INVOLVEMENT INCENTIVE GRANTS. (a) The 14 department may award a parent involvement incentive grant to a school district that 01 applies for the grant under regulations adopted by the board. Only a school district 02 that includes a program that effectively and consistently uses parents or volunteers, or 03 both, to assist in the classroom instruction of students in grades kindergarten through 04 three may apply for a grant. 05  (b) A grant may be used only for the purchase of student books and other 06 educational materials for a qualifying program under (a) of this section that are in 07 addition to those provided under the district's basic education program. An individual 08 grant may not exceed $1,000. A grant may be expended only during the school fiscal 09 year for which it was made. A district receiving a grant shall return the unexpended 10 and unobligated balance of the grant to the department for deposit in the fund. 11  (c) A school district that receives a grant under this section shall establish or 12 use an existing advisory committee for each school that will receive the benefit of the 13 grant to determine how the grant money shall be spent to benefit the school. An 14 advisory committee must include at minimum a parent, a teacher, and an administrator 15 from the school receiving the benefit. 16  Sec. 14.30.785. DEFINITIONS. In AS 14.30.775 - 14.30.785, 17  (1) "fund" means the parent involvement incentive grant fund; 18  (2) "grant" means a parent involvement incentive grant under 19 AS 14.30.780; 20  (3) "school district" has the meaning given in AS 14.30.720.
