ACTION NARRATIVE [NO RECORDING AVAILABLE]   CHAIRMAN RANDY PHILLIPS called the Senate Rules Committee meeting to order at 9:05 p.m. All members were present. The committee took up CSHB 2002(FIN)-G.O. BONDS: SCHOOLS/MUSEUM/UNIVERSITY. MR. GEORGE UTERMOHLE, legislative counsel, told members he was available to explain the changes in the proposed committee substitute. CHAIRMAN PHILLIPS asked how many new schools were added. MR. UTERMOHLE answered 10. SENATOR COWDERY moved to adopt SCS CSHB 2002(RLS) as the working document before the committee. There were no objections and it was so ordered. Committee members discussed the revised fiscal notes. SENATOR COWDERY moved to pass SCS CSHB 2002(RLS) from committee with individual recommendations and revised fiscal notes. There were no objections and it was so ordered. CSHB 2003(FIN)-SCHOOL CONSTRUCTION GRANTS/BOND REIMBURS.    CHAIRMAN PHILLIPS announced CSHB 2003(FIN) to be up for consideration. SENATOR THERRIAULT moved to adopt a proposed committee substitute, SCS CSHB 2003(RLS), as the working document before the committee. There were no objections and it was so ordered. MR. MIKE FORD, legislative counsel, reviewed the changes in the CS for the committee. SENATOR HALFORD moved to pass SCS CSHB 2003(RLS) from committee with individual recommendations. There were no objections and it was so ordered. CHAIRMAN PHILLIPS adjourned the meeting at 9:16 p.m.
