APPROVED FOR CALENDARING SENATE BILL NO. 370 "An Act establishing procedures relating to constitutional conventions." APPROVED FOR CALENDARING CS FOR HOUSE BILL NO. 397(STA) "An Act exempting a person driving certain motor vehicles, aircraft, or watercraft from driver licensing requirements; and providing for an effective date." ACTION NARRATIVE TAPE 02-12, SIDE A  Number 001 CHAIRMAN RANDY PHILLIPS called the Senate Rules Committee meeting to order at 11:55 a.m. All members were present. The committee first took up SB 363. SENATOR THERRIAULT moved to calendar SB 363-CAMPAIGN FINANCE  PROVISIONS and its attached fiscal note at the Chairman's discretion. CHAIRMAN PHILLIPS announced that with no objection, the motion carried. SENATOR THERRIAULT moved and asked unanimous consent to calendar SB 370-CONSTITUTIONAL CONVENTION PROCEDURES and its two fiscal notes at the Chairman's discretion. SENATOR ELLIS objected for the purpose of discussion. He then asked why the default location is the University of Alaska in Fairbanks. SENATOR THERRIAULT answered it is because the original constitutional convention was called in Fairbanks. Background information shows that the framers wanted it to take place outside of Juneau, the regular seat of politics. The entire plan currently defaults to the call as it was originally made. He added that is the default so the legislature can choose the location and method of election next year. SENATOR ELLIS withdrew his objection. CHAIRMAN PHILLIPS announced that with no objection, SB 370 would be calendared. The committee took up HB 397-EXEMPTIONS FROM DRIVER'S LICENSING. SENATOR ELLIS noted that Chairman Phillips' announcement on the Senate floor did not include HB 397. CHAIRMAN PHILLIPS said his earlier announcement did. SENATOR ELLIS said he would have preferred that the Chairman had announced the specific items to be dealt with so that the public could stay informed. CHAIRMAN PHILLIPS announced that he would hold HB 397 until the following day. There being no further business to come before the committee, CHAIRMAN PHILLIPS adjourned the meeting at 12:00 noon.
