SENATOR HALFORD moved to calendar at the Chairman's discretion

BUDGET/LOANS/FUNDS.                                                                                                         
                                                                                                                                
SENATOR ELLIS objected.                                                                                                         
                                                                                                                                
The motion carried with Senators Halford, Cowdery, Therriault and                                                               
Phillips in favor, and Senator Ellis opposed.                                                                                   
                                                                                                                                
SENATOR HALFORD moved to calendar CSHB 404(FIN)- APPROP: MENTAL                                                             
HEALTH BUDGET at the Chairman's discretion and asked for                                                                    
unanimous consent.                                                                                                              
                                                                                                                                
There being no objection, CHAIRMAN PHILLIPS announced the motion
