APPROVED FOR CALENDARING SENATE BILL NO. 143 "An Act authorizing the Department of Natural Resources to enter into agreements with a person or persons desiring to own an oil or natural gas pipeline proposed to be located on state land for the purposes of providing for payment of the reasonable costs incurred in preparing for activities before receipt of an application under the Alaska Right-of- Way Leasing Act and for activities relating to the processing of an application under that Act; and providing for an effective date." APPROVED FOR CALENDARING SENATE BILL NO. 156 "An Act amending the Alaska Land Act to clarify the requirement of a single written best interest finding required for the sale, lease, or other disposal of state land or resources or an interest in them, and relating to certain disposals involving multiphased development; and providing for an effective date." APPROVED FOR CALENDARING SENATE BILL NO. 164 "An Act prohibiting leases under the Right-of-Way Leasing Act on state land in or adjacent to the Beaufort Sea; and providing for an effective date." ACTION NARRATIVE TAPE 01-5, SIDE A  Number 001 CHAIRMAN DRUE PEARCE called the Senate Rules Committee meeting to order at 10:40 a.m. Present were Senators Phillips, Therriault, Ellis and Chairwoman Pearce. CHAIRWOMAN PEARCE announced that CSHB 24(EDT) - BOROUGH REVENUES  FOR TOURISM MARKETING was before the committee. SENATOR THERRIAULT moved to calendar CSHB 24(EDT). There being no objection, the motion carried. CHAIRWOMAN PEARCE announced that HCR 5 (title am) -UNIFORM RULES  20(A), 37, AND 49(A)(4) was before the committee and that a Senate State Affairs committee substitute was adopted. SENATOR THERRIAULT moved to calendar HCR 5(title am). There being no objection, the motion carried. CHAIRWOMAN PEARCE announced SB 82-2001 REVISOR'S BILL was before the committee. SENATOR THERRIAULT moved to calendar SB 82. There being no objection, the motion carried. CHAIRWOMAN PEARCE announced that SB 143-RIGHT-OF-WAY LEASING  ACT:APPLICATION COST was before the committee and that the bill was sponsored by the Senate Resources Committee. SENATOR THERRIAULT moved to calendar SB 143. There being no objection, the motion carried. CHAIRWOMAN PEARCE announced that SB 156-BEST INTEREST FINDING UNDER  AK LAND ACT was before the committee and that the Senate Resources Committee adopted a committee substitute. SENATOR THERRIAULT moved to calendar SB 156. There being no objection, the motion carried. CHAIRWOMAN PEARCE announced that SB 164-NO GAS PIPELINE OVER  BEAUFORT SEA, sponsored by Senator Torgerson et al, was before the committee. SENATOR THERRIAULT moved to calendar SB 164. There being no objection, the motion carried. SENATOR PHILLIPS asked for an explanation of the differences between the original version of SB 156 and its committee substitute. CHAIRWOMAN PEARCE explained that the committee substitute contains some minor drafting changes. There being no further business to come before the committee, CHAIRWOMAN PEARCE adjourned the meeting at 10:15 a.m.
