WITNESS REGISTER  Senator Dave Donley Alaska State Capitol Juneau, AK 99801-1182 ACTION NARRATIVE TAPE 01-4, SIDE A  Number 001 CHAIRWOMAN DRUE PEARCE called the Senate Rules Committee meeting to order at 10:48 a.m. All members were present. CHAIRWOMAN PEARCE said that SB 64-HIGH SCHOOL DIPLOMA FOR CERTAIN  WWII VETS is a Governor's bill with a zero fiscal note. SENATOR PHILLIPS moved to calendar CSSB 64(FIN). There being no objection, the motion carried. CHAIRWOMAN PEARCE noted that Senator Donley, sponsor of SB 65-PAY  EQUITY FOR STATE EMPLOYEES, was available to answer questions. SENATOR THERRIAULT asked Senator Donley to outline the changes between the Senate State Affairs Committee and Senate Finance Committee substitutes. SENATOR DAVE DONLEY explained that the $500,000 is not locked in - that amount will be determined by the $50,000 study. The amount may be $80 million, which is what contractors from other states have estimated. He noted that since the fiscal notes are only locked in for the first year, the real impact will be $50,000. The rest is a "guestimate" from the Department. He noted that the Senate Finance Committee clarified, in its committee substitute, that the study is to focus on equal pay for equal work, and not on comparable work. Both federal and state law require equal pay for equal work. The bill will make sure that, for example, two people doing janitorial work with different job titles, are not paid differently because one job title is gender dominated. SENATOR ELLIS moved to calendar SB 65. There being no objection, the motion carried. CHAIRWOMAN PEARCE brought SB 99-DNA REGISTRATION OF BURGLARS before the committee again and asked committee members if they had further questions. There being no further questions, SENATOR COWDERY moved to calendar SB 99. SENATOR ELLIS objected. The motion to calendar SB 99 carried with Senators Cowdery, Therriault and Pearce voting in favor and Senators Phillips and Ellis against. SENATOR PHILLIPS moved to calendar SB 105-VICTIMS' RIGHTS/  PRISONER'S PFD. There being no objection, the motion carried. SENATOR PHILLIPS moved to calendar SB 112-LONG-TERM CARE  OMBUDSMAN;MENTAL HLTH AUTH. There being no objection, the motion carried. CHAIRWOMAN PEARCE announced the committee would not meet on March 21, 2001. There being no further business to come before the committee, CHAIRWOMAN PEARCE adjourned the meeting at 10:54 a.m.
