WITNESS REGISTER  Ms. Barbara Miklos, Director Child Support Enforcement Division Department of Revenue 550 W 7th Ave., Suite 310 Anchorage, AK 99501 POSITION STATEMENT: Gave a brief explanation of CSSB 19(HES) Mr. Kevin Shores Department of Law PO Box 110300 Juneau, AK 99811-0300 POSITION STATEMENT: Explained Section 14 of CSSB 19(HES) ACTION NARRATIVE TAPE 01-2, SIDE A  Number 001 CHAIRMAN DRUE PEARCE called the Senate Rules Committee meeting to order at 10:50 a.m. Present were Senators Cowdery, Phillips, Therriault and Pearce. The first order of business to come before the committee was SB 19. SB 19-CHILD SUPPORT ENFORCEMENT/SOC SEC. #  SENATOR PHILLIPS said he wanted assurance that all of the repeal sections should be included in the bill. He asked for an explanation of Section 14. MS. BARBARA MIKLOS, Director of the Child Support Enforcement Division (CSED), said the repeals in Section 14 are the repeals of the original sunsets on the first bill. Sections 1 through 13 put new sunsets on the language pertaining to social security and the financial data match. She noted she does not understand the one that refers to canned salmon. MR. KEVIN SHORES, Human Services Division, Department of Law, explained that two child support laws were passed; Chapter 87, SLA 1997 and Chapter 132, SLA 1998. Those were the principal legislative vehicles in which federal welfare reform requirements were implemented in the state. Those two pieces of law contained sunset provisions. The primary effect of Section 14 is to repeal those sunset provisions. He noted that according to the sectional analysis, a portion of that section refers to Senator Austerman's canned salmon processor reporting bill. He believes that was included because changes were made to the canned salmon reporting requirement law independent of the child support provisions. Those involved with the canned salmon reporting requirement do not want those changes to sunset. SENATOR ELLIS moved to calendar all versions of SB 19. There being no objection, the motion carried. CHAIR PEARCE announced that before the committee was a proposed Senate Rules committee substitute for SB 16-OIL DISCH PREVENTION: NONTANK VESSELS/RR. It incorporates changes made in House committees to the companion bill, HB 55. She asked Pat Carter to explain the changes. SENATOR COWDERY moved to adopt CSSB 16(RLS) as the working document of the committee (Version J). There being no objection, the motion carried. MR. PAT CARTER, legislative aide to Senator Pearce, informed committee members that the House adopted a letter of intent and incorporated it into Section 1 of the bill. The intent was that the recommendations that the task force came up with for the negotiated rule making with the Department of Environmental Conservation (DEC) would be used for the rule making process. The intent of adopting CSSB 16(RLS) is to make SB 16 similar to the House version so that it does not have to come back to the Senate for concurrence. He pointed out none of the task force members objected. SENATOR COWDERY moved to calendar CSSB 16(RLS). There being no objection, the motion carried. There being no further business to come before the committee, CHAIR PEARCE adjourned the meeting at 10:57 a.m.
