ACTION NARRATIVE TAPE 00-06, SIDE A CHAIRMAN KELLY called the Senate Rules Committee meeting to order at 11:56 a.m. Present were Senators T. Kelly, Leman, Miller, Pearce, and Ellis. The first order of business to come before the committee was SB 273. SB 273-OIL SPILL RESPONSE; NONTANK VESSELS & RR MR. PAT CARTER, Legislative staff for Senator Pearce, stated the proposed committee substitute includes a title change making the only exemption given for a given tonnage of a vessel. A proposed amendment by Senator Torgerson required that the negative regulations process would need to be completed and regulations adopted by March 1, 2001. To comply, the negative regulations process would need to be completed by October and that was not feasible. The date has been altered on the amendment to make the effective date April 1, 2002, the draft regulations need to be completed by March 1, 2001. SENATOR PEARCE moved to adopt CSSB 273 (RLS)(version S). Without objection, the motion carried. SENATOR PEARCE moved all versions of SB 273 with individual recommendations and accompanying fiscal notes for calendaring at the Chairman's discretion. Without objection, the motion carried. There being no further business to come before the committee, CHAIRMAN KELLY adjourned the meeting at 11:57 a.m.
