CHAIRMAN KELLY called the Senate Rules Committee meeting to order                                                               
at 11:35 a.m.  Present were Senators Miller, Leman, Ellis and                                                                   
Kelly.  The first order of business to come before the committee                                                                
was HCR 11.                                                                                                                     
                                                                                                                                
         HCR 11-SUBSTANCE ABUSE TREATMENT FOR OFFENDERS                                                                         
                                                                                                                                
SENATOR LEMAN moved to report all versions of HCR 11, with                                                                      
individual recommendations and accompanying fiscal notes, for                                                                   
calendaring at the Chairman's discretion.  There being no                                                                       
objection, the motion carried.                                                                                                  
                                                                                                                                
        SB 165-LTD PARTNERSHIPS AND LTD. LIAB. COMPANIES                                                                        
                                                                                                                                
SENATOR LEMAN moved to report all versions of SB 165, with                                                                      
individual recommendations and accompanying fiscal notes, for                                                                   
calendaring at the Chairman's discretion.  There being no
