ACTION NARRATIVE TAPE 99-5, SIDE A CHAIRMAN KELLY called the Senate Rules Committee meeting to order at 3:30 p.m. SENATOR LEMAN moved HB 2-REGISTRATION PLATES FOR DISABLED for calendaring. There being no objection, the motion carried. CHAIRMAN KELLY announced a technical change will be made to HJR 11. The words "North Star" on page 3 will be corrected to read "Northstar." SENATOR LEMAN moved CSHJR 11-ENDORSING ANWR LEASING (O&G) for calendaring. There being no objection, the motion carried. SENATOR PEARCE asked if the licensing boards and commissions are still affected by the Finance Committee version of SB 24. SENATOR LEMAN thought they are not. SENATOR LEMAN moved SB 24-REGULATIONS: ADOPTION & JUDICIAL REVIEW for calendaring. SENATOR ELLIS objected. CHAIRMAN KELLY stated he would like to hold SB 24 over for one day to review the changes made in the Finance Committee version. There being no objection, SB 24 was held over. CHAIRMAN KELLY informed committee members he asked the revisor of statutes to check the two committee substitutes. The revisor reported all versions contain technical corrections only. SENATOR PEARCE noted the Legislative Council recommended that two revisor's bills be introduced: one contains a substantive law change; the other contains technical corrections only. She asked if SB 42 contains the technical corrections. SENATOR LEMAN stated SB 42 is the non-controversial bill. CHAIRMAN KELLY stated his understanding, from the revisor of statutes, is that the Judiciary version contains revisions only and that the revisor supports it. SENATOR PEARCE moved SB 42-1999 REVISOR'S BILL for calendaring. There being no objection, the motion carried. SENATOR LEMAN moved SB 100-REIMBURSEMENT FOR PUBLIC DEFENDER for calendaring. SENATOR ELLIS objected. The motion to calendar SB 100 carried with Senators Pearce, Leman and Kelly voting "yea," and Senator Ellis voting "nay." SENATOR LEMAN moved SB 101-DEFINITION OF DISASTER for calendaring. SENATOR ELLIS objected. The motion to calendar SB 101 carried with Senators Leman, Pearce and Kelly voting "yea," and Senator Ellis voting "nay." There being no further business to come before the committee, CHAIRMAN KELLY adjourned the meeting at 3:35 p.m.
