CS FOR HOUSE BILL NO. 323(FIN) "An Act relating to the calculation of employee contributions and credited service in the public employees' retirement system for noncertificated employees of school districts, regional educational attendance areas, the Alaska Vocational Technical Center, and state boarding schools; and providing for an effective date." WITNESS REGISTER ACTION NARRATIVE TAPE 98-7, SIDE A CHAIRMAN KELLY called the Senate Rules Committee meeting to order at 11:47 a.m., and noted the presence of Senators Leman, Taylor, Duncan and Kelly. CHAIRMAN KELLY brought HB 73 - SALMON MARKETING ASSESSMENT & ASMI before the committee as the first order of business. SENATOR LEMAN moved and asked unanimous consent HB 73 be approved for calendaring at the discretion of the Chair. Hearing no objection, it was so ordered. CHAIRMAN KELLY brought HJR 68 am - CONT OPERATION OF MCKINLEY PARK AIRSTRIP before the committee. SENATOR LEMAN moved and asked unanimous consent HJR 68 am be approved for calendaring at the discretion of the Chair. Hearing no objection, it was so ordered. CHAIRMAN KELLY brought CSHB 204(RES) - MORATORIA ON COMMERCIAL FISHERIES ENTRY before the committee SENATOR LEMAN moved and asked unanimous consent CSHB 204(RES) be approved for calendaring at the discretion of the Chair. Hearing no objection, it was so ordered. CHAIRMAN KELLY brought CSHB 323(FIN) - PERS CREDIT FOR NONCERTIFICATED EMPLOYEES before the committee as the final order of business. SENATOR LEMAN asked if the committee could have a brief explanation of the bill by its sponsor because he had some concerns with the legislation. REPRESENTATIVE TOM BRICE, prime sponsor of HB 323, explained concern had been raised earlier that there would be a tremendous fiscal note to the school districts. The language was fixed to where the employees cover the entire cost of the increase which will maintain the actuarial soundness of the PERS system. This will allow the employees to buy the extra three months themselves with no impact to the school districts. It also provides the choice of whether to opt in and participate or to not participate. The committee took a brief at-ease, and when it came back to order, CHAIRMAN KELLY announced CSHB 323(FIN) would be held in committee for further action. There being no further business to come before the committee, the meeting adjourned at 11:58 a.m.
