CHAIRMAN KELLY reviewed the committee calendar and then requested calendaring motions on the legislation. There were two proposed Rules committee substitutes before the committee for its consideration. However, after discussion between committee members and the bill's sponsor, Senator Donley, it was agreed to delay a calendaring motion on the bill for one more day.
