He directed attention to a propose Rules SCS and explained the new subsection (c) on page 2 will leave the moratorium in effect until May 1, 1998, and it will allow the different groups to go ahead and submit their certificates of need before that date so that when the moratorium runs out, the certificates of need will already have been processed by the department.
