He directed attention to Rules CS, which takes out any reference to calling for a constitutional convention, so the resolution basically supports the victims rights by a constitutional amendment at the federal level. He noted the resolution's sponsor, Senator Donley, agreed to the change which was proposed by Senator Taylor on the Senate floor on 4/26/96. SENATOR PEARCE moved adoption of CSSJR 5(RLS).
