ACTION NARRATIVE TAPE 93-7, SIDE A Number 001 The Senate Rules Committee was called to order by Chairman Jacko at 5:40 p.m. SENATOR JACKO outlined the committee agenda, noting that HB 283, HB 284 and HCR 20 would require a rescinding motion. The three pieces of legislation were approved for calendaring by the committee on April 29, 1993. However, because the Rules Committee was the only committee of referral for HB 283 and HB 284 and HCR 20 was waived by the Health, Education & Social Services Committee, the three measures will require substantiative hearings before being approved for calendaring. Number 015 SENATOR HALFORD moved and asked unanimous consent that the following bills be approved for calendaring at the Chair's discretion: CSHB 264(FIN) (FISHERY RESOURCE LANDING TAX) CSHB 275(FIN) am (SALMON MARKETING AND ENHANCEMENT TAXES) CSHB 158(L&C) (APPROP: CONTRACT SETTLEMENT COSTS) HB 209 (COMMUNITY HEALTH AIDE GRANTS) SB 124 (ALASKA ENERGY AUTH POWERS & FINANCES) SENATOR LITTLE objected to the calendaring motion on all of the bills. The roll was taken with the following result: Senators Jacko, Halford and Rieger voted "Yea" and Senator Little voted "Nay." The Chair stated the motion had carried. Number 025 SENATOR HALFORD moved and asked unanimous consent that the Rules Committee rescind its previous action in approving for calendaring the following bills: HB 283 (BOARD OF ARCH/ENGINEERS/SURVEYORS EXT.) HB 284 (PHYSICAL/OCCUPATIONAL THERAPY BOARDS EXT.) HCR 20 (MILITARY SCHOOL TASK FORCE) Hearing no objection, the Chair stated the motion had carried. Number 025 SENATOR JACKO stated the final item on agenda was budgetary matters consisting of a request for $9,750 to upgrade the computers in Senate Records; a request for $19,485 for LAN hardware and software for the Senate; and a request for approximately $40,000 to purchase leased Senate telephones. Approval by the Rules Committee is necessary because each request exceeds the $5,000 limit under the Procurement Code. Number 035 LARRY STEVENS, staff to Senator Jacko, explained that the upgrade for Senate Records would bring the equipment in that office up to a level that's compatible with what is in use by the Senate Secretary's Office and House Chief Clerk's Office. Those two offices were upgraded last year at a cost of approximately $28,000. The cost to upgrade Senate Records, which has five work stations, would be $9,750. Number 048 SENATOR HALFORD moved that the Rules Committee approve the three pending expenditure requests: $9,750 to upgrade the computers in Senate Records; $19,485 for LAN hardware and software; and the purchase of the leased telephones. SENATOR LITTLE objected, requesting an explanation of the LAN hardware and software and the leased telephones. LARRY STEVENS explained the Local Area Network is the provision that would allow all Senate offices primarily to have access to the mainframe through the new cable that has been installed in the Capitol Building, without the necessity for the obsolete interface cards that are currently being used, but are in limited supply. Additionally, it would enable putting new versions of various software packages upon the server and make those products available to Senate offices as well. Larry Stevens further explained that the telephone proposal is to purchase equipment which is currently being leased. Current lease rates would pay for the equipment in six years. The final details have not been worked out, but it has been indicated there would be approximately an eight percent savings if it is done now. Number 085 SENATOR LITTLE asked if over a period of time the maintenance cost would exceed the cost to lease the telephones. LARRY STEVENS answered that there may be some minor maintenance, but telephones are mostly maintenance free. SENATOR LITTLE removed her objection. Number 092 SENATOR RIEGER commented that in six years the equipment could be obsolete, and he would only approve it because it must be the recommendation of staff. LARRY STEVENS added that it was suggested that the committee might want to approve some percentage of the total package if there are concerns. After further discussion, it was agreed to wait until a final recommendation is made before taking any action on the purchase of Senate telephones. Number 112 SENATOR HALFORD modified his motion to include approval of 9,750 for Senate Records computers and $19,485 for LAN hardware and software. There being no further objection, the motion carried. There being no further business to come before the Rules Committee, the meeting was adjourned at 5:50 p.m.
