ACTION NARRATIVE TAPE 93-5, SIDE A Number 001 The Senate Rules Committee was called to order by Chairman Jacko at 4:55 p.m. CHAIRMAN JACKO brought HB 211 (MUNICIPAL INVENTORY TAX EXEMPTION:EXPORTS) before the committee and opened the public hearing on the legislation. REPRESENTATIVE CYNTHIA TOOHEY, prime sponsor of HB 211, explained the legislation amends the statute that allows municipalities, at their option, the ability to exempt goods being held for shipment out of state from the inventory property tax. The legislation would allow a local government to explore opportunities for attracting warehousing and distribution of goods. The local government would decide what exemptions to allow and then create its own ordinance to activate and cover the exemptions. Representative Toohey noted the legislation has the support of the Department of Community & Regional Affairs, the Alaska Municipal League, the Municipality of Anchorage, the Southeast Conference, the Association of Alaska ARDORS and the Anchorage and Fairbanks airports. SENATOR HALFORD moved and asked unanimous consent that HB 211 be passed out of committee with individual recommendations. Hearing no objection, it was so ordered. CHAIRMAN JACKO brought HJR 41 (INDIVIDUAL FISHERY QUOTA BLOCK PROPOSALS) before the committee and opened the public hearing on the legislation. REPRESENTATIVE BILL WILLIAMS, prime sponsor of HJR 11, stated that many Alaskans have expressed concern with the IFQ share program for the halibut and sablefish fisheries, which was recently approved by the North Pacific Fishery Management Council. HJR 11 urges the North Pacific Fishery Management Council to address concerns by Alaskans by amending the IFQ program for the halibut and sablefish fisheries to include a block proposal system. Representative Williams noted HJR 41 passed the House unanimously and he urged the committee's favorable consideration of the resolution. SENATOR LITTLE commented that she was in favor of anything that would preserve the small boat fishery in Alaska. CHAIRMAN JACKO agreed with Senator Little. SENATOR RIEGER moved and asked unanimous consent that HJR 41 be passed out of committee with individual recommendations. Hearing no objection, it was so ordered. SENATOR LITTLE objected and stated that there are many provisions in the bill that are not fair to tenants in the state. SENATOR HALFORD moved and asked unanimous consent that HB 254 (OPEN MEETING ACT) be approved for calendaring at the Chair's discretion. SENATOR LITTLE expressed her strong objection to the bill saying it serves to provide a lot of reasons and abilities to have closed meetings, which is against the best interest of the public. The roll was taken with the following result: Senators Rieger, Halford and Jacko voted "Yea" and Senator Little voted "Nay." The Chair stated the motion carried. SENATOR HALFORD moved and asked unanimous consent that HB 64 (ANTI-STALKING LAW) be approved for calendaring at the Chair's discretion. Hearing no objection, it was so ordered.
