ACTION NARRATIVE TAPE 93-5, SIDE A Number 001 The Senate Rules Committee was called to order by Chairman Jacko at 4:04 p.m. CHAIRMAN JACKO introduced SB 87 (EXTEND ALASKA PUBLIC UTILITIES COMMISSION) as the first order of business. SENATOR RIEGER moved and asked unanimous consent that SB 87 be approved for calendaring at the Chair's discretion. Hearing no objection, it was so ordered. SENATOR HALFORD moved and asked unanimous consent that SB 106 (END AEA & TRANSFER PROGRAMS/OK INTERTIES) be approved for calendaring at the Chair's discretion. Hearing no objection, it was so ordered. SENATOR RIEGER moved and asked unanimous consent that SB 129 (POWERS OF CHIEF PROCUREMENT OFFICER) be approved for calendaring at the Chair's discretion. Hearing no objection, it was so ordered. CHAIRMAN JACKO introduced SB 126 (APPROP: POWER PROGRAMS & INTERTIES) as the next order of business and noted there was a Rules CS before the committee for its consideration. CAN TOOHEY, staff to Senator Bert Sharp, explained that the committee substitute corrects a mistake made in the Finance CS which names the recipient of funds as the Alaska Energy Revolving fund when it should be considered the Energy Authority revolving fund. He added the technical change was the only change made in the Rules CS. SENATOR HALFORD moved and asked unanimous consent that CSSB 126(RLS) be adopted. Hearing no objection, the motion carried. SENATOR HALFORD moved and asked unanimous consent that CSSB 126(RLS) be approved for calendaring at the Chair's discretion. Hearing no objection, it was so ordered. CHAIRMAN JACKO introduced SB 45 (MISC. LAWS RELATING TO MINORS) as the next order of business and directed attention to a proposed Rules CS. JERRY BURNETT, staff to Senator Randy Phillips, explained that the Rules CS corrects an error made in the Finance CS on page 7, line 9. The Rules CS changes "legal guardian" to "legal custodian" to make it conform with the rest of Section 14. SENATOR LITTLE stated that she has many objections to the legislation and would be voting not to calendar it. SENATOR HALFORD moved and asked unanimous consent that CSSB 45(RLS) be adopted. Hearing no objection, the motion carried. SENATOR HALFORD moved and asked unanimous consent that CSSB 45(RLS) be approved for calendaring at the Chair's discretion. SENATOR LITTLE objected. The roll was taken with the following result: Senators Rieger, Halford and Jacko voted "Yea" and Senator Little voted "Nay." The Chair stated the motion had carried. CHAIRMAN JACKO introduced SB 163 (POWER COST EQUALIZATION) as the final order of business. SENATOR HALFORD moved and asked unanimous consent that SB 163 be approved for calendaring at the Chair's discretion. Hearing no objection, it was so ordered.
