ACTION NARRATIVE  1:33:38 PM CHAIR MIKE DUNLEAVY called the Senate Labor and Commerce Standing Committee meeting to order at 1:33 p.m. Present at the call to order were Senators Stedman, Micciche, and Chair Dunleavy. SB 129-EXTEND BOARD OF REAL ESTATE APPRAISERS  1:34:17 PM CHAIR DUNLEAVY announced the consideration of SB 129."An Act extending the termination date of the Board of Certified Real Estate Appraisers; and providing for an effective date." He noted this was the second hearing. 1:34:38 PM SENATOR FAIRCLOUGH, Alaska State Legislature, sponsor of SB 129, said the bill extends for four years the Board of Certified Real Estate Appraisers. She offered to answer questions. SENATOR MICCICHE asked the sponsor to discuss the fiscal notes. SENATOR FAIRCLOUGH explained that the fiscal note reflects the cost for public members to travel for meetings and $7,400 for services. CHAIR DUNLEAVY found no public testimony or questions. He closed public testimony and solicited a motion. 1:36:18 PM SENATOR MICCICHE moved to report SB 129 from committee with individual recommendations and attached fiscal note. CO-CHAIR DUNLEAVY announced that without objection, SB 129 moved from the Senate Labor and Commerce Standing Committee. 1:36:37 PM At ease SB 159-AIR AMBULANCE SERVICES  1:36:42 PM CHAIR DUNLEAVY reconvened the meeting and announced the consideration of SB 159. "An Act relating to air ambulance service providers, air ambulance membership agreements, and regulation of air ambulance service providers and air ambulance membership agreements by the division of insurance; and providing for an effective date." This was the second hearing on the bill. CHRISTIE JAMIESON, Staff, Senator Bert Stedman, sponsor of SB 159, said the bill relates to air ambulance services. She offered to answer questions related to the bill. SENATOR MICCICHE noted that there was public testimony and extensive discussion on the bill during the previous hearing. SENATOR DUNLEAVY found no public testimony or questions, so he closed it and solicited a motion. 1:40:01 PM SENATOR STEDMAN moved to report SB 159 from committee with individual recommendations and attached fiscal note(s). CHAIR DUNLEAVY announced that without objection, SB 159 moved from the Senate Labor and Commerce Standing Committee. 1:40:24 PM At ease SB 80-OUT-OF-STATE PHYSICIAN LICENSE  1:41:32 PM CHAIR DUNLEAVY announced the consideration of SB 80. "An Act relating to the practice of telemedicine; relating to licenses for out-of-state physicians or podiatrists to practice telemedicine in this state under certain circumstances; and relating to insurance coverage for telemedicine." He asked for a motion to adopt the draft committee substitute (CS) that incorporates the changes discussed during the previous hearing. 1:41:40 PM SENATOR MICCICHE moved to adopt the CS for SB 80, labeled 28- LS0615\Y, as the working document. CHAIR DUNLEAVY objected for discussion purposes. SENATOR STEDMAN asked for an explanation of the committee substitute (CS). CHUCK KOPP, Staff, Senator Fred Dyson, sponsor of SB 80, explained that the two changes appear on page 2, lines 17-18. First, the phrase "that provides coverage for telemedicine" was inserted following the word "plan" and the word "prior" was inserted before the term "in-person contact." This removes the mandate that an insurance plan provides coverage and a prior in- person visit if they do provide coverage. 1:43:24 PM At ease 1:44:15 PM CHAIR DUNLEAVY reconvened the meeting and asked Senator Micciche if he had any questions. SENATOR MICCICHE replied he had the changes clarified during the at ease. CHAIR DUNLEAVY removed his objection and Version Y was adopted. He noted that Dr. DePhillips and Don Habeger were available to answer questions. 1:45:03 PM SENATOR MICCICHE clarified that the bill received an extensive review during the previous hearing and Dr. DePhillips answered many questions. CHAIR DUNLEAVY found no public testimony and closed it. Finding no further questions or comments, he solicited a motion. 1:45:42 PM SENATOR MICCICHE moved to report CS for SB 80, labeled 28- LS0615\Y, from committee with individual recommendations and attached fiscal note(s).
