SUMMARY SB 22 APPROP: OPERATING BUDGET/LOANS/FUNDS SB 22 was HEARD and HELD in committee for further consideration. SB 24 APPROP: MENTAL HEALTH BUDGET SB 24 was HEARD and HELD in committee for further consideration. SENATE BILL NO. 22 "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; amending appropriations; repealing appropriations; making supplemental appropriations and reappropriations, and making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." 3:38:37 PM Co-Chair MacKinnon MOVED to ADOPT the proposed committee substitute for SB 22, Work Draft 30-GS1855\O (Wallace, 3/15/17). Co-Chair Hoffman OBJECTED for discussion. JAMES ARMSTRONG, STAFF, SENATOR LYMAN HOFFMAN, stated that the work draft incorporated all of the subcommittee reports. He noted that Section 1 had the subcommittee report. He shared that the language section began on page 54. He announced that the packets included a comparison document with red ink, which showed the changed to the governor's bill as amended to the work draft. He stated that the Legislative Finance Division (LFD) provided a document, which explained the changes in the work draft. He stated that the narratives for each subcommittee had been prepared in a bound booklet, and were also available on the LFD website. He remarked that the members' packets also included a two-page agency summary from LFD, which outlined a comparison by agency to the work draft and the 2017 Management Plan; the summary also provided a comparison with the governor's amended bill. He announced that all of the documents were available online and on file. He remarked that other documents would be available upon adoption of the committee substitute. He requested amendments be submitted to Co-Chair Hoffman's office by 2pm the following Monday. He stated that public testimony would begin at 9:00am Thursday, and conclude on Friday at 6:00pm. Co-Chair Hoffman remarked that the committee report for Department of Education and Early Development (DEED) was not provided. He stated that the issue would be addressed the following Monday. Mr. Armstrong agreed. Co-Chair Hoffman remarked that there was a 96.9 percent reduction in the current version for DEED, but that would not be permanent. Co-Chair Hoffman WITHDREW the OBJECTION. There being NO further OBJECTION, the proposed committee substitute was adopted. SB 22 was HEARD and HELD in committee for further consideration. SENATE BILL NO. 24 "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." 3:42:56 PM Co-Chair MacKinnon MOVED to ADOPT the proposed committee substitute for SB 24, Work Draft 30-GS1856\O (Wallace, 3/15/17). Co-Chair Hoffman OBJECTED for discussion. JAMES ARMSTRONG, STAFF, SENATOR LYMAN HOFFMAN, stated that the committee substitute incorporated the subcommittee reports. Co-Chair Hoffman WITHDREW the OBJECTION. There being NO further OBJECTION, the proposed committee substitute was adopted.
