MINUTES SENATE FINANCE COMMITTEE April 30, 1995 1:10 p.m. TAPES SFC-95, #61, Side 1 (000-121) CALL TO ORDER Senator Rick Halford, Co-chairman, convened the meeting at approximately 1:10 p.m. PRESENT In addition to Co-chairman Halford, Senators Phillips, Rieger, Sharp, and Zharoff were present. Co-chairman Frank and Senator Donley did not attend. ALSO ATTENDING: Aides to committee members and other members of the legislature. SUMMARY INFORMATION SCR 19 - BLUE RIBBON COMMISSION ON GAMING The Co-chairman provided a brief overview of the bill. SCR 19 was then REPORTED OUT of committee with directions to obtain an accompanying fiscal note from the Legislative Affairs Agency. SB 172 - ELIMINATE MONTE CARLO NIGHTS Brief discussion was had. SB 172 was then REPORTED OUT of committee with a zero Senate Finance Committee fiscal note for the Dept. of Revenue. SENATE CONCURRENT RESOLUTION NO. 19 Establishing the Blue Ribbon Commission on Gaming and Gambling and relating to commission recommendations regarding gaming and gambling in the state. Co-chairman Halford directed that SCR 19 be brought on for discussion. He explained that it would create a 9-member, blue ribbon commission on gaming consisting of: Three members appointed by the Governor Three members appointed by the Senate President Three members appointed by the Speaker of the House The commission would terminate January 15, 1996. It has authority to expend funds, subject to approval of the Legislative Council. Co-chairman Halford called for testimony on the bill. None was forthcoming. Senator Randy Phillips MOVED that SCR 19 pass from committee with individual recommendations. No objection having been raised, SCR 19 was REPORTED OUT of committee. Co-chairman Halford signed the committee report with a "do pass" recommendation. Senators Phillips, Rieger, Sharp, and Zharoff signed "no recommendation." (Staff was subsequently directed to obtain a fiscal note from the Legislative Affairs Agency. A note totaling $87.0 was received 5-1-95) SENATE BILL NO. 172 An Act eliminating 'monte carlo' nights as an authorized form of charitable gaming; and providing for an effective date. Co-chairman Halford directed that SB 172 be brought on for discussion. He noted that the bill had been through the Senate Judiciary Committee and advised that since there is no accompanying fiscal note, the committee would attach a zero note. In response to a question from Senator Zharoff, the Co- chairman explained that language in Sec. 1 eliminates provisions relating to playing cards, dice, roulette wheels, coin operated instruments, machines, and other instruments designed or intended primarily for gaming or gambling. Senator Sharp inquired concerning the Iditarod, and Co- chairman Halford advised that it is taken care of in statute. Senator Rieger said that while he would not object to movement of the bill, he would have preferred a more surgical rather than across-the-board approach. Senator Zharoff said he would object to movement because he did not know what the impact upon non-profit organizations and municipalities might be. Senator Sharp MOVED for passage of the bill with individual recommendations. The motion CARRIED on a 4 to 1 show of hands. SB 172 was REPORTED OUT of committee with a zero Senate Finance Committee fiscal note for the Dept. of Revenue. Co-chairman Halford signed the committee report with a "do pass" recommendation. Senators Phillips, Rieger, and Sharp signed "no recommendation." Senator Zharoff signed "do not pass." ADJOURNMENT The meeting was adjourned at approximately 1:20 p.m.
