MOVED SCR 12 OUT OF COMMITTEE PREVIOUS ACTION SCR 12 - See CRA minutes dated 5/07/03 and 5/9/03 WITNESS REGISTER ACTION NARRATIVE TAPE 03-17, SIDE A CHAIR THOMAS WAGONER called the Senate Community and Regional Affairs Standing Committee meeting to order at 2:45 p.m. Present were Senators Gary Stevens, Robin Taylor and Chair Thomas Wagoner. SCR 12-BOROUGH INCORPORATION: UNORG AREAS  SENATOR GARY STEVENS made a motion to rescind the action of May 9, 2003 on SCR 12. There being no objection it was so ordered. CHAIR THOMAS WAGONER announced SCR 12 was before the committee. Mr. Dan Bockhorst was available to answer questions and there were none. He asked for the pleasure of the committee. SENATOR GARY STEVENS made a motion to move SCR 12 from committee. SENATOR ROBIN TAYLOR objected for the purpose of making the following comment: I'm opposed to this legislation. I think it's cram- down theory. I believe in consent by the governed and that is not part of this bill. I will oppose it and continue to oppose it on the floor. I will not stop the committee from moving this bill because I have pledged to my colleague that I would let it out. It's not with any degree of satisfaction that I do that today. Especially in light of what's going on in the rest of this operation. He withdrew his objection. SENATOR GARY STEVENS noted the bill would move to the State Affairs Committee where it would receive close scrutiny and careful consideration. SCR 12 moved from committee. CHAIR WAGONER adjourned the meeting at 2:47 pm.
